A nationally respected, employee?owned design?build construction organization is seeking a
Director of Project Development – Water/Wastewater to lead major municipal infrastructure pursuits and projects across North Texas and beyond.
This is a
senior, client?facing leadership role designed for someone who has
personally delivered large municipal water or wastewater projects and understands how to shape, price, and win complex work through
CMAR and Progressive Design?Build delivery models.
While Texas market knowledge is a strong plus, the priority is
deep, hands?on experience delivering $50M+ water infrastructure projects and owning both
preconstruction and execution strategy.
Role Summary
The Director of Project Development will serve as a senior leader within the Water Market team, responsible for:
- Driving project pursuits, pricing strategy, and GMP development
- Leading early?stage project planning through construction support
- Building and maintaining strong municipal client relationships
- Mentoring project managers, engineers, and preconstruction teams
This role blends
business development, technical leadership, and construction expertise—ideal for a senior PM or Project Director ready to step into a broader, market?facing leadership role.
Key Responsibilities Project Development & Pursuit Leadership
- Lead RFQ/RFP pursuits, proposal strategy, pricing, and client interviews
- Develop preconstruction plans, cost models, schedules, and GMPs
- Partner with estimating, engineering, and construction teams during pursuits
- Support negotiated and competitive CMAR / PDB opportunities
Project & Technical Leadership
- Provide oversight for planning, design coordination, permitting, and construction support
- Guide procurement strategies and construction phasing plans
- Serve as a senior technical and strategic resource on complex projects
Client & Market Engagement
- Build long?term relationships with municipal owners and key stakeholders
- Support repeat business and strategic account development
- Represent the firm in public meetings, presentations, and negotiations
Team Leadership & Mentorship
- Mentor project managers, engineers, and preconstruction professionals
- Promote consistent project delivery standards and best practices
- Support talent development within the water/wastewater practice
Ideal Background Required Experience
- Bachelor’s degree in Engineering or Construction Management (Civil, Environmental, Mechanical, or related)
- 10–15+ years delivering municipal water/wastewater infrastructure, including:
- Water Treatment Plants (WTPs)
- Wastewater Treatment Plants (WWTPs)
- Pump Stations
- Large?diameter transmission pipelines
- Hands?on CMAR or Progressive Design?Build leadership (not hard?bid only)
- Experience as a Project Director or Senior Project Manager on $50M+ projects
- Strong preconstruction and GMP development experience
Preferred
- Texas municipal water market experience (DFW strongly preferred)
- PE license and/or DBIA certification
- Proven success in client presentations and public forums
- Background with regional or national heavy civil / water contractors
