The primary purpose of this position is responsible for planning and programming $54 billion annually for a force of more than 146,000 personnel and 2,800 aircraft supporting ten unified commands and North American Aerospace Defense Command (NORAD).
Duties
CAF weapons system responsibilities span from leading operational analysis, capability developmental planning and definition and prioritization of operational requirements through fielding and subsequent evaluation of new or modified systems.
1. Directs analysis of operational gaps, emerging trends, threats, opportunities, and constraints that may impact the ability of programmed weapon systems and their attendant capabilities to meet near-, mid-, and far-term national security objectives.
Interfaces with program executive officers ensuring warfighter requirements translate to solutions. Oversees hardware / software analysis / evaluations, upgrades, and enterprise change request prioritization.
Monitors system configuration management, and engineering management review and configuration review boards. Supervises the identification of capacity and resource mismatches, and provides investment recommendations to optimize CAF capabilities.
Leads developmental and operational testing prioritization for all CAF programs. Guides fielding prioritization and oversight.
Drives rapid fielding of advanced combat systems and tactics for urgent operational needs. Determines Airborne Networking (AN) requirements across air, surface, space, and cyberspace components enabling global decision superiority.
Oversees future AN joint concept and airborne and operations support architectures, and guides system integration. Leads advocacy for Agile Combat Support and Data Integration Standards across Air Force and joint programs.
2. Implements Lead Command responsibilities for CAF weapons system acquisition, modernization, integration, sustainment testing and fielding.
Supervises the development of Program Objective Memorandum (POM) and Urgent Operational Need (UON) solutions to sustain and improve combat capability.
Oversees requirements and advocates for fighter, munitions, electronic warfare, personnel recovery, Command and Control (C2), Collaborative Combat Aircraft (CCA), Remotely Piloted Aircraft (RPA), Intelligence Surveillance and Reconnaissance (ISR), artificial intelligence, simulators, ranges, and Science and Technology (S&T) to Air Staff, OSD, and other Commands.
Directs the modernization & sustainment of over 2,800 aircraft supporting ten unified commands and NORAD. Responsible for advancing CAF weapons system availability through planning, programming, and budgeting initiatives.
Directs the modernization and sustainment for CAF AS, GPA, C2, ISR, cyberspace and PR weapon systems and oversees management of annual A589 operations and sustainment budget totaling over $1.
15GB. Represents warfighter operational equities to ensure capability development roadmaps @# plans are realistic / meaningful-integrates multi-domain capabilities across CAF.
Additionally, serves as the CF modernization lead for Fielded Gateways, Tactical Data Links, Intelligence Broadcast System, and Cryptologic Modernization.
Serves as cyber security Authorizing Official for ACC and Combat Air Force (CAF) Special Access Program (SAP) Information Technology (IT) portfolio to included selected operational and test and training systems as delegated by SAF / CN.
3. Oversees the capture of top combat capability gaps and guides the development and prioritization of S&T investment needs.
Provides forum for collaboration with industry, academia, MAJCOMs, and other government agencies to focus technology investment and transition.
Leads partnership and technology transition planning with the Defense Advanced Research Project Agency (DARPA), Strategic Capabilities Office (SCO), Combat Support Agencies and other key technology development partners.
4. Serves as primary Airborne Networking interface with Department of Defense (DoD), Joint, Staff, Combatant Commands (COCOMs), Services, and agencies to advocate for Air Force requirements.
Directly engages OSD, Headquarters Air Force, MAJCOMs, other Services, and industry partners on a wide range of modernization and analytical activities.
Represents Air Force in modernization and development phases of C2 information standards and certification efforts. Directs concept development, planning, and execution activities to promote interoperability within key Joint and North Atlantic Treaty Organization (NATO) tactical edge communications systems, tactical data links, and C2 systems.
Serves as an Air Force lead on the Joint All Domain Command and Control Executive Steering Group. Leads collaboration on new capability concepts and resulting experimentation efforts with United States Pacific Air Forces and PACAF, NORAD, and United States Air Forces Europe (USAFE) command counterparts to develop and assess game-changing capabilities, directly responding to the National Defense Strategy.
