Description

The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for allKentuckians by protecting our land, air, and water resources by utilizing our natural resources in anenvironmentally conscientious manner. We do this by helping families connect with nature and preserving theCommonwealth's natural heritage; and by supporting innovative, resilient, and sustainable energy solutionsthat together bring economic benefit to the commonwealth.

Job Duties include but are not limited to the following :

• Maintain grant budget tables and prepare and review federal applications, amendments, and third-party contractsfor compliance with cabinet policies and federal agreements.
• Oversee match requirements for fund-matchinggrants and coordinates with agencies to support planning and budgeting.
• Assist in preparing and reviewing budget vs. actual federal grant reports.
• Verify federal expenditures withfederal regulations.
• Use eMARS to monitor federal funds and ensure efficient resource use by agencies.
• Review agency charges and recommend changes in regards to federal grant budgets and federal indirect costagreements.
• Monitor and analyze spending to ensure compliance.
• Review and approve any corrections when needed.
• Oversee indirect cost in eMARS to be billed to federal agencies monthly in accordance with the Cabinet'sapproved Indirect Cost Plan.
• Perform federal cash drawdowns per federal government requirements and monitor allotments and cash balancefor federal funds.
• Ensure federal funds are obligated and drawdown in required timeframe.
• Participate in fiscal year end duties including the correction of agency accounts for allotment balances andexpending of general funds.
• Prepare the annual Closing Package and the annual SEFA package.
• Submit fiscalyear-end financial reports to various Federal agencies.

Minimum Requirements

EDUCATION : Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting).

EXPERIENCE, TRAINING, OR SKILLS : One year of professional accounting experience.

Substitute EDUCATION for EXPERIENCE : NONE

Substitute EXPERIENCE for EDUCATION : Professional experience in Kentucky State Government accounting will substitute for the education on a year- for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.) : NONE

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
