We are accepting applications to fill one (1) full-time E nvironmental Health Specialist, Supervising, position in Santa B arbara or Santa Maria.
POSITION : Under general direction of the Environmental Health Program Director, plans, organizes, supervises and evaluates the work of subordinate personnel in the enforcement of Environmental Health and Safety laws, rules and regulations; performs related duties as required.
The primary responsibilities for the Environmental Health Specialist, Supervising, will be overseeing staff who are engaged primarily in Land Use, Ocean Water Monitoring, Onsite Wastewater Treatment Systems (Septic), Pharmaceutical Waste, Site Mitigation Unit, Solid Waste (Local Enforcement Agency), Water Wells and Drinking Water Systems (Local Primacy Agency), and other Technical Services Environmental Health programs in the Santa Barbara and Santa Maria office locations.
DISTINGUISHING CHARACTERISTICS : This is the supervisory level in the Environmental Specialist series. Incumbents are responsible for supervising the daily operations of an assigned work unit in such areas as land use and development, liquid waste, water systems, solid waste and food sanitation. This class is distinguished from Program Manager classes in the Environmental Health Division by the latter's responsibility for management of community health or hazardous materials programs.

Employment Standards
Registration as an Environmental Health Specialist in the State of California AND either :
Additional Requirements : Possession of a valid California Class C Driver's License at the time of appointment may be required.
Knowledge of : principles and practices of Environmental Health inspection, regulation and enforcement; State and Federal laws and regulations governing Environmental Health and Safety; effective public information and public relations methods.
Ability to : plan, direct, supervise and evaluate the work of others; read, interpret and explain applicable policies, laws and regulations; define problem areas, interpret and evaluate complex technical data and draw valid conclusions; evaluate situations and respond effectively in emergencies; assess violations of codes and pursue abatement; evaluate effectiveness of program elements and recommend changes in technical aspects of program; communicate effectively both verbally and in writing with people of diverse socio-economic backgrounds and temperaments; plan and deliver presentations and training programs to staff and at public meetings; communicate and interact in situations requiring instruction and persuasion; prepare and present clear and concise written narrative and statistical reports; establish and maintain effective working relationships with staff, other departments and the general public; demonstrate tact and diplomacy.
Desirable Qualifications : Lead or supervisory training and experience is desirable.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

The County of Santa Barbara Health Department (County Health) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the County Health Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.
Conditional Job Offer : Once a conditional offer of employment has been made, the selected candidate will be required to successfully complete a background check, which includes a conviction history check and satisfactory reference checks. Appointee will also be subject to a post-offer medical examination. Appointee must satisfactorily complete a (12) twelve-month probationary period.
Disaster Service Workers : Pursuant to Governmental Code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service. Activities as may be assigned to them by their superiors or by law.
