Intelligence Planners
Bluehawk is seeking five mid-level Intelligence Planners who shall perform work at designated government-owned facilities at USINDOPACOM HQ Camp H.M. Smith; USINDOPACOM JIOC, Joint Base Pearl Harbor-Hickam, HI; and other military locations on the island of Oahu, HI. Locations also may include OCONUS & CONUS U.S. Government Controlled Facilities within the USINDOPACOM's Area of Responsibility (AOR) or their Joint Detachment (JDET) Offices in Denver, CO; Minneapolis, MN; or Ft. Worth, TX.
Primary work location is Pearl Harbor, Hawaii, however government will determine based on mission requirements.
Responsibilities
Intelligence Planners will :
- Employ intelligence expertise and knowledge to assist in the integration of Defense and National intelligence support capabilities, including collection, analytic and targeting activities, into overarching operational planning functions and efforts across the DoD.
- Maintain professional and productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies, as appropriate, and use these relationships to advance IP activities in support of JPP.
- Coordinate and integrate all available Defense Intelligence capabilities to meet CCDR intelligence requirements.
- Implement the IP process to identify Defense Intelligence knowledge gaps and intelligence capability shortfalls and develops mitigation strategies where possible.
- Coordinate and collaborate with USINDOPACOM Intelligence Analytic and Collections Division staff to evaluate and assess capabilities necessary to satisfy identified production and collection requirements.
- Assist with IP Boards, Centers, Cells, Working Groups (B2C2WGs) and other prescribed planning venues to inform global integration of Defense Intelligence through Joint Staff (JS) J2, as appropriate.
- Conduct and provide an assessment of intelligence capabilities of assigned, allocated, and apportioned forces with the goal of identifying knowledge gaps and capability shortfalls to inform global force management mechanisms.
- Ensure IP levels of effort and required products mirror the level of detail and purpose of the plan they support.
- Participate in IP exchanges with foreign or IC partners as directed.
- Maintain Situational Awareness (SA) of the global situation and identifying current or anticipated threats to national security.
- Translate strategic guidance and direction into campaign plans, contingency plans, and orders.
- Plan and direct execution of plans when the President or SECDEF decides to use a military option to resolve a crisis.
- Prepare IP products in accordance with relevant JPP, JIP, and IP issuances, and when appropriate utilizing the Adaptive Planning and Execution (APEX) prescribed formats and guidance.
- Plan, prepare, and when directed facilitate execution of IP B2C2WGs to include providing executive level written and oral summaries of each venue.
- Support IP Line of Effort (LOE) #1 (integrate strategic intelligence to JPP), and IP LOE #2 (plan intelligence operations).
- Orchestrate the command's JIPOE effort to provide a baseline assessment of the operational environment, adversary capabilities, centers of gravity, vulnerabilities, and estimated adversary COAs.
- Coordinate with the USINDOPACOM Red Team to review IP products that result from the CCMD's JIPOE process as well as other externally generated intelligence products in order to offer alternative assessments.
- Contribute to the overall plan design and nominate operational objectives, desired effects, and other mission success criteria.
- Plan, prepare, execute and facilitate CCMD intelligence planners Intelligence Planning Teams (IPT), or similar community of interest.
- Generate the J-2 Staff Estimate through integrated IP efforts and analyze intelligence capabilities under COCOM authority available to support the execution of the plan.
- Support and participate in intelligence planning conferences, exercises planning and execution, and working groups to USINDOPACOM JIP / JPP efforts.
- Manage Command intelligence planning goals and objectives as part of the Defense Readiness Review System (DRRS).
Qualifications
Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.Demonstrates ability to work independently with minimal oversight and direction.Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.Demonstrates ability to lead teams in researching multifaceted or critical problems.Desired Experience : At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.Desired Education : Upper graduate certification in Master of Science of Strategic Intelligence (MSSI) from National Intelligence University (NIU) or equivalent service school Joint Professional Military Education (JPME) level 1 and 2 certification is highly desired.Advanced warfighting schools are highly desired (JAWS, SAMS, MAWS, and SAASS).Joint Intelligence Planner Tier 1 certification is highly desiredBluehawk, LLC. is an Equal Opportunity / Affirmative Action Employer
