Senior Federal Program Manager
The Senior Federal Program Manager is a strategic leader responsible for driving the execution, compliance, and performance of SHI's federal contract portfolio. This role serves as a central point of coordination across internal teams and external stakeholders, ensuring operational excellence and alignment with SHI's federal growth objectives. The ideal candidate brings deep expertise in federal contracting, program management, and cross-functional collaboration, with a proven ability to translate strategy into results.
Lead end-to-end management of federal contracts, BPAs, and high-value RFPs, ensuring timely execution, compliance, and performance optimization.
Oversee the preparation, coordination, and submission of all required federal reports, including Subcontracting Commercial Plans, eSRS, VETS-4212, EEO, Service Contract Reports, and Small Business Subcontracting Plans.
Maintain and update federal compliance platforms (SAM.gov, FedConnect, GSA eMod, CPARS, Mass Mod, eSR) to ensure data accuracy and regulatory alignment.
Manage third-party vendor coordination for the GSA MAS 70 contract, including timely review and execution of modifications with the GSA PMO.
Serve as SHI's primary liaison with the GSA PMO, DOD ESI, GSA Contracting Officer, and Industrial Operations Analyst to ensure proactive engagement and contract health.
Collaborate with the Director, Federal Development & Programs to design and execute strategic roadmaps aligned with federal sales targets.
Develop and implement dashboards and KPIs to monitor contract compliance, customer satisfaction, and operational efficiency.
Drive continuous improvement initiatives by identifying process gaps and implementing corrective actions across federal programs.
Partner with internal teams (sales, legal, finance, operations) to streamline contract execution, resolve issues, and ensure alignment with federal requirements.
Support small business and strategic partner initiatives to enhance teaming, subcontracting, and compliance with socioeconomic goals.
Establish and enforce Standard Operating Procedures (SOPs) for federal contract sales and compliance operations.
Lead customer success efforts, including contract analysis and monthly performance reporting for key GWACs.
Manage the collection, organization, and lifecycle maintenance of all prime contract documentation and data assets.
Monitor and mitigate risks across federal programs, escalating critical issues (e.g., CAV reviews, Stop Work Orders) with actionable recommendations.
Track and analyze changes in federal procurement regulations, agency priorities, and market trends; communicate strategic impacts to internal stakeholders.
Actively participate in SHI coalitions to leverage relationships and forecast GWAC, IDIQ, and BPA opportunities.
Support pre-RFP shaping activities and educate internal teams on contract vehicles, benefits, and positioning strategies.
Serve as the primary point of contact for the GSA Help inbox, ensuring timely and accurate responses.

Other Requirements :
Completed Bachelor's Degree or relevant work experience required
7+ years of experience working with senior leadership teams and executives required
7+ years of experience in Program / Project Management or a related field preferred
Minimum 3 years of experience in federal capture, procurement, RFP management, or public sector sales
Travel is up to 25% for customer and internal meetings; extended hours may be required for high-impact projects.
The estimated annual pay range for this position is $100,000 - $175,000 which includes a base salary and bonus. The compensation for this position is dependent on job-related knowledge, skills, experience, and market location and, therefore, will vary from individual to individual.
