Position Summary

The Associate Director of Operations is responsible for providing operational support and oversight related to Company operations and associated programs. This position plays a key role in assisting Operations management by ensuring regulatory compliance, supporting operational excellence, and contributing to strategic initiatives.

Position Duties and Responsibilities

  • Assist and cross-train with Directors of Operations in their respective regions.
  • Work with field operations leadership to develop a strong knowledge and understanding of company assets and their operational intricacies.
  • Implement and ensure ongoing compliance with company procedures, policies, and programs consistent with organizational goals and objectives, including but not limited to preventative maintenance programs, operational, safety and environmental policies, vehicle fleet management, electronic record storage and retention, security monitoring systems, and Operational PPE requirements.
  • Serve as the Company liaison with industry groups and committees.
  • Provide oversight and support for the development and management of operational business unit fiscal year budgets including project tracking, monthly forecasting, and reporting, while assisting the Administrative Analyst and operations management as needed.
  • Serve as the point of contact for questions and audits related to company commercial property insurance coverage.
  • Assist with the preparation of regional monthly status reports.
  • Analyze, report, and investigate variances in product volume inventories across custody transfer points, pipelines, terminals, loading racks, and tank farms. Reconcile and balance product inventories at facilities based on commodity, customers, and storage tank.
  • Develop an understanding of Terminaling Services Agreements and assist customers with contractual questions, including product quality, inventory scheduling, tankage, billing, etc.
  • Organize, review, update, maintain, and enforce the Terminal Operating Procedure Guide.
  • Serve in the Incident Command System during drill exercises and in the event of an actual emergency incident.
  • Coordinate root cause analyses and corrective action plans for significant operational incidents or audit findings.
  • Develop a working understanding of the DOT and Marine Terminal activities and applicable regulatory agencies and regulations, including but not limited to : USCG, OPA 90, DOT-PHMSA, US EPA, Clean Air Act, Clean Water Act, etc.
  • Support strategic initiatives, including special projects, due diligence, operational integration efforts, or acquisition onboarding.
  • Assist the QA / QC department as needed.
  • Perform other duties and projects as assigned.

  • Knowledge of management principles, practices, and techniques applicable to the organization and management of a department.
  • Ability to apply management / operational procedures to ensure compliance with regulatory requirements and promote customer satisfaction.
  • Demonstrated ability to communicate consistently, effectively, and tactfully, to both internal and external stakeholders, at all levels.
  • Experienced in Emergency Response efforts including the Incident Command System.
  • Ability to analyze and resolve issues and make sound decisions in a collaborative culture.
  • Ability to interpret regulations, permits, and industry standards, analyze their impact on company operations, and recommend strategic actions to ensure compliance and operational efficiency.
  • Proficient in Microsoft Office applications (Word, Outlook, Excel, PowerPoint).
  • Working knowledge of operational software systems, including terminal automation systems, maintenance tracking, and SCADA systems, is strongly preferred.
  • Understanding of the principles, procedures, techniques, operation, construction, and equipment of pipelines, terminals, and related mechanical, electrical, hydraulic, and control systems.
  • Experience, Education, Qualifications :

  • Bachelors degree or equivalent experience is required.
  • A minimum of 5 years’ experience with progressive operating and leadership responsibilities in facilities representative of the operations of this Company is required; including USCG and DOT-PHMSA regulated facilities.
  • Demonstrated experience in successfully managing multiple assets and meeting performance expectations pertaining to Safety, Environmental, Operations, Financial Management, and Personnel Management.
  • Proven ability to mentor and train operational staff.
  • Possess and maintain a valid driver’s license.
  • Must be able to obtain and maintain a Transportation Worker Identification Credential Card (TWIC).
  • Travel :

  • Up to 75% travel required. Must be able to travel by air as required. Requires the ability to travel to field locations where the environment may vary significantly.

  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
  • Work requires physical efforts associated with using the computer and phones to access information.

  • The noise level in the work environment is usually moderate.

    This position is required to be performed at the work site during regularly scheduled hours. Physical presence at the work site is required. After hours availability to handle non-routine matters is required.
