This is an independent professional position providing technical and detailed budget support to the program areas of the department. The position works closely with program managers, budget office section head(s) and Budget and the Revenue Management Director.

Based upon well-established and accepted practices, theories, techniques and methodologies, the incumbent prepares detailed analyses and summary reports of budget status, trends, and needs for program managers, and the Director of the Office of Budget and Revenue Management. This position directly participates in the determination of the allocation of the department's approved operating budget, provides direct support to program managers on the development of the legislative budget requests, and assists in the preparation of all required manual schedules and exhibits for the legislative budget request.

Monitors, reviews, and analyzes grant applications / awards and related contracts to ensure that funding is available within the parameters and restraints of the grant language. Validates disbursements for cash reimbursement eligibility. Provides continuous oversight of the assigned budget to ensure that any unfunded budget is held in reserve.

Monitors monthly spending plans for the assigned program area(s) to ensure program costs are aligned with available budget. Provides expenditure projections based on actual and trend data.

Budget Management : Continually monitors the funding, budget, and release at the entity level. Reviews routine analyses to ensure that the department's accounting records have recorded budget that agrees with the EOG appropriations ledger and the state accounts.

Budget Amendments : Reviews, prepares, and tracks budget amendments. Logs and tracks budget amendments that are prepared under 216 authority. Reviews, tracks, and may record internal budget actions to record the initial approved operating and any adjustments to the budget as allocated to department entities.

Prepares special analyses and reports relating to health programs within the department.

Ensures allotments (operating and non-operating) are in balance with appropriation ledger monthly.

Ensure all spending plan negatives are cleared by second month or a Corrective Action Plan is in place.

Spending plan review and allotments are completed by the 15th of the month.

Rate is reconciled by 7th day of the month.

Spending plan reviewed and given to supervisor by the 15th of each month, no rollups.

Applicable grants / cash analysis completed quarterly (on demand if needed) and incurred in IBA if necessary.

Review negative balance report daily and resolve negative.

Coordinates the development of legislative budget requests (LBR). Provides consultation to division directors and county health staff submitting budget requests.

Responsible for input of LBR information in Legislative Appropriations Systems / Planning and Budgeting System (LAS / PBS).

Works with staff members and management to coordinate and provide resolution to operational problems.

Monitors the current position file for the program(s) assigned to ensure that all positions are assigned to the appropriate organizational and funding codes.

Performs special projects as assigned by budget section head or budget chief.

Incumbent will have access to records containing social security numbers in the performance of job duties.

Required Knowledge, Skills, and Abilities :

Knowledge of accounting and auditing principles and procedures

Knowledge of the methods of compiling / data collection and analyzing data

Knowledge of monitoring techniques

Skilled in Microsoft products, especially proficient in EXCEL

Ability to review, analyze, and evaluate financial data

Ability to interpret and examine financial records and data

Ability to conduct financial data research and prepare analyses

Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures for financial data

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and activities relating to the financial data

Ability to recognize the validity, authenticity, and propriety of accounting and financial records

Knowledge of FLAIR

Knowledge of Florida State Governmental Accounting
