Summary
The Sr. Program Manager provides high-level program and grant management for Tulane’s leadership role in the PROMIS-PF Phase 2 project (“Programme de Mise à l’Échelle de la Planification Familiale”), a large-scale family planning initiative implemented across 12 provinces of the Democratic Republic of Congo (DRC) and funded by CAFI through UNOPS. Tulane serves as the Lead Technical Coordinator for this $67 million initiative. The Senior Program Manager coordinates implementation from Tulane’s New Orleans office, ensuring timely delivery of technical milestones, financial compliance, inter-institutional coordination, and quality assurance of reports and data.This role requires close collaboration with the Tulane International LLC (TILLC) team in Kinshasa, in-country implementing partners, and multiple funders. The position supports strategic oversight, manages multi-institutional workplans, and ensures deliverables are met on schedule and within budget. Required Knowledge, Skills, and Abilities
- In-depth understanding of financial principles, including sponsored project budgeting and monitoring.
- Knowledge and understanding of international and domestic public health activities
- Familiarity with the sponsored projects environment in an academic setting
- Excellent oral and written communication skills.
- Proven critical thinking and problem-solving abilities, including resolving complex problems requiring innovative solutions.
- Ability to work cooperatively and effectively with others of diverse educational and cultural backgrounds
- Ability to manage workload and meet established deadlines, working independently and with a team
- Proficiency with Microsoft Office applications, with particular emphasis on Excel.
- Ability to travel abroad, as needed. Required Education and / or Experience
- Master’s Degree and two years OR
- Bachelor’s Degree and five years OR
- High School Diploma and nine years Preferred Qualifications
- Master’s Degree (MPH, MHA, MEA, or related field)
- UN Program Management certifications (PRINCE 2 or similar)
- UN Program Management certifications (PRINCE 2 or similar)

- Report writing skills and experience.
- Data management experience.
- Experience interacting with diverse populations and communities. Compensation Information This position is classified as "exempt, salaried" and is assigned to pay grade 26.
