Information Technology Auditor
Under general supervision, is responsible for assisting the auditors with basic information technology (IT) audit procedures in performing IT, financial, compliance, grant, and performance / operational audits in accordance with generally accepted and governmental auditing standards. This position requires work schedule flexibility as required to perform audits of City operations that are 24 hour / 7 days per week. May provide functional supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Essential Job Functions
Information Technology Auditor I & II Performs assigned IT related audit program procedures to include data collection, work paper preparation, indexing and organization; report and correspondence preparation assistance, occasionally travels to audit sites. Attends and participates in individual and group interviews. Performs general control reviews of proposed and existing automated systems for the City. Attends and participates in project planning meetings and entrance and exit conferences. Assists in gathering background information, observing workflows, and documenting information processed by automated systems. Assists in developing and maintaining methodologies to audit information system development, operation, and control activities. Performs related duties and fulfills responsibilities as required.
Information Technology Audit III in addition to previous level functions Performs complex control reviews of proposed and existing automated systems for the City.
Information Technology Auditor IV in addition to previous level functions Leads individual and group interviews; occasionally involves traveling to audit sites. Serves as lead in project planning meetings, entrance and exit conferences. Gathers background information, observes workflows, and documents information processed by automated systems. Develops and maintains methodologies to audit information system development, operation, and control activities.
Job Requirements
Information Technology Auditor I Bachelor's Degree from an accredited college or university with course work in information systems and / or auditing and accounting. Valid Class "C" Texas Driver's License.
Information Technology Auditor II in addition to education and license of previous level functions One (1) year of information systems auditing, accounting, or related experience.
Preferred Qualifications (Auditor I & II) Experience as a government auditor. Current with audit or accounting Continuing Professional Education (CPE) credits. Certification as a CPA, CIA, CFE, CISA, or related IT certification.
Information Technology Auditor III in addition to education and license of previous level functions Three (3) years of information systems auditing, accounting, or related experience, to include one (1) year of related technical supervision or lead experience. Certification as a CPA, CIA, CFE, CISA, or related IT certification.
Information Technology Auditor IV in addition to education and license of previous level functions Five (5) years total of auditing, accounting, or related analytical business experience, to include two (2) years of related technical supervision or lead experience. Certification as a CPA, CIA, CFE, CISA, or related IT certification.
Preferred Qualifications (Auditor III & IV) Experience as a government auditor. Proficiency with frameworks (such as the National Institute of Standards and Technology and Control Objectives for Information and Related Technologies), IT standards, and best practices. Understanding of information security to include network security, cyber security, and general application controls. Current with audit or accounting Continuing Professional Education (CPE) credits.
Applicant Information Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Knowledge, Skills, and Abilities
Knowledge of computer database, reporting, accounting and financial record keeping systems. Knowledge of security, general and application computer control systems. Knowledge of basic elements of controls as defined by Government Auditing Standards including control environment, risk assessment, control activities, information and communication, and monitoring. Knowledge of pertinent Federal, State and Local laws, ordinances and regulations. Knowledge of basic working paper preparation, indexing, and organization. Knowledge of technical and management report writing procedures and techniques, including appropriate grammar, spelling, and diction. Skill in utilizing a personal desktop and laptop computers and related equipment, including scanners, printers, etc. Skill in working with the Microsoft Office, Visio, desktop publishing, project management, and other business applications. Ability to document and flowchart computer based systems. Ability to perform routine IT analysis, audits and reviews. Ability to develop clear and concise reports. Ability to communicate clearly and effectively. Ability to perform resource IT and other logistics requirements and performance reporting. Ability to gather relevant information and document results effectively by identifying the objective, scope, source, results, and conclusions. Ability to effectively perform assignments within agreed upon budget hours and deadlines. Ability to understand audit data, documents, and reports. Ability to cooperate with auditors by sharing information, presenting ideas and concerns, and answering questions. Ability to establish and maintain effective working relationships with co-workers, City Council Members and their staff, City Management and their staff, vendors and contract service providers. Ability to maintain confidentiality of information. Ability to work at will and to work a flexible schedule. Ability to perform all the physical with or without accommodations, intellectual, and analytical requirements of the position. Working conditions are primarily inside an office environment with occasional outside working conditions.
