Overview

Montech Inc. is currently seeking a qualified Senior Analyst (FDR) – Manpower, a key staff personnel position within the Programs and Priorities (FDR). The Senior Analyst (FDR) provides EE PEG assessments of all civilian authorizations, requirements, costing and Full Time Equivalents and must have sufficient knowledge of Army fiscal data elements, purpose, and relationship of different data elements to conduct analysis and must have the capability to use Microsoft Office products to combine data tables, summarize data and produce products for detailed reviews and senior leader briefings.

Place of Performance

The Senior Analyst (FDR) shall perform duties on site at a designated government facility in the National Capital Region (NCR).

Hours of Operation

The Senior Analyst (FDR) will have an eight-hour workday, totaling a 40-hour week between the hours of 0700 through 1800, Monday - Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closures.

Responsibilities

The Senior Analyst (FDR) will provide EE PEG assessments of all civilian authorizations, requirements, costing and Full Time Equivalents and must have sufficient knowledge of Army fiscal data elements, purpose, and relationship of different data elements to conduct analysis and must have the capability to use Microsoft Office products to combine data tables, summarize data and produce products for detailed reviews and senior leader briefings. This includes pivot tables, developing charts, using basic formulas, and transferring data to presentations. Other areas of support :

  • Conduct the reviews and analyses of JCIDS documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), AROC Capabilities Board (ACB), AROC Review Board (ARB), AROC Working Groups (AWG), and associated Joint and Army requirements processes. Prepare Division, Directorate, FD, and DCS G-8 leadership in advance of these venues. Provide all relevant analysis to include the recommended DCS G-8 position on the proposed requirement.
  • Materiel Development Support : Have a thorough understanding of the processes and procedures found in DOD instruction 5000.2 Operation of the Defense Acquisition System. The Contractor shall also possess the staff skills needed to conduct the necessary review and analysis of acquisition documents.
  • Database and Collaborative Program Support : Extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC) : Army Equipping Enterprise System Modern (AE2S-M) and its key modules to include the LIN Available Quantities Allocation (LAQA), the Equipment Transparency Report (ETR) workspace, LIN Quantity Amounts (LQA) / Component Split Community of Interest, and Capability and Army Requirements Oversight Council (AROC) Management System (CAMS).Conduct analysis at various levels of manpower staffing, trends and affordability across multiple years utilizing Army databases.
  • Conduct cost assessments by command and by MDEP / APE / APPN / ROC for direct and reimbursable civilians to identify civilian affordability shortfalls and shortfalls caused by Schedule 8 manpower adjustments / investment changes conducted by portfolios.
  • Review Command Initiated Change Packages (CICPs) for format accuracy, impact, affordability, and justifications and provide analysis and recommendation of schedule 8s (includes making options concerning CICPs, developing the briefing packages for Senior Leaders, and providing supporting documents for Division leadership approval.
  • Draft the annual EE PEG Manpower Review tasking documentation and coordinate suspense and receipt of all replies from commands and track compliance.
  • Coordinate EE PEG Manpower Reviews and provide timeline, briefing order and listing of attendees for approval.
  • Prepare Manpower Reviews executive summaries and track status of due outs.
  • Review commands manpower submissions for completeness and accuracy and provide assessment and recommendation on readiness of the materials from the command.
  • Conduct EE PEG Resource analysis by Portfolio, Key5 and Root level and provide analysis reports that track changes to funding, manpower and what the programs support throughout the POM and SPAR process.
  • Create excel funding and manpower authorization files to support Division integration of portfolios into EE PEG senior review products. (includes assessing funding justifications for base and OOC, assessing Component (COMPO) Line-Item Number (LQA) procurements within AE2S-M and COMPO / Quantity Community of Interest (COI), tracking changes, reviewing Portfolio Review documents for accuracy and completeness, and providing that assessment and recommended changes to the Division government lead).
  • Assess Commanders Program Assessment (CPA) submissions, coordinate for IPRs with commands, develop briefing products and reports to support decision making and coordinate with portfolios for data entries and submissions in support of the Senior Review Group briefings.
  • Extract data from Army systems and providing analysis of data and formulating displays of data. The Army systems include cPROBE, COMPO / Quantity COI, cQUIP, Congressional Budget Justification Documents, FMS WEB, Program Review data, and AE2S- M.
  • Data analysis to include combining data from different systems, matching records and values using Microsoft Access and Excel, assessing funding profiles against historical funding profiles and current profiles, and identifying RDTE and Procurement profiles that are not executable.
  • Assist with quality control of Portfolio Reviews. Conduct quality control checks of Portfolio briefings and provide reports of analysis. Analysis shall include recommendation for changes to all briefings and presentation formats. Quality control includes reviewing funding, LQA records and identifying accounts that are expected to have quantities that do not, complete and consistent Funding and Unfunded Requirements statements in the Portfolio Review slides, appropriately detailed impact statements, and funding justification statements for Unfunded Requirements and OOC funding requests.
  • Qualifications

  • Demonstrate sufficient knowledge of Army fiscal data elements, purpose, and relationship of different data elements to conduct analysis and must have the capability to use Microsoft Office products to combine data tables, summarize data and produce products for detailed reviews and senior leader briefings. This includes ability to prepare pivot tables, develop charts, using basic formulas and transferring data to presentations.
  • Ability to extract data from Army systems and provide analysis of data and formulating displays of data.
  • Ability to assist with quality control of Portfolio Reviews.

Qualifications

The Manpower Senior Analyst shall possess a minimum of a Minimum of a bachelor's degree in a directly related career field from an accredited college, such as Business or Engineering. Additionally, candidates must have a minimum of four years of experience and expertise in Force Development or related duties.

  • Must demonstrate sufficient knowledge of Army fiscal data elements, purpose, and relationship of different data elements to conduct analysis and must have the capability to use Microsoft Office products to combine data tables, summarize data and produce products for detailed reviews and senior leader briefings. This includes ability to prepare pivot tables, develop charts, using basic formulas and transferring data to presentations.
  • Possess the staff skills necessary to conduct reviews and analyses of JCIDS documents related to various oversight councils and boards, such as the Joint Requirements Oversight Council (JROC) and the Army Requirements Oversight Council (AROC). Also responsible for preparing leadership in advance of these venues and providing relevant analysis, including the recommended DCS G-8 position on proposed requirements.
  • Must understand the processes and procedures outlined in DOD Instruction 5000.2, which pertains to the operation of the Defense Acquisition System and also possess the staff skills needed to conduct reviews and analyses of acquisition documents.
  • Required to extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC). This includes systems like the Army Equipping Enterprise System Modern (AE2S-M) and its key modules.
  • Be familiar with and able to extract relevant information from websites like the Cloud Equipping Program (cQUIP) and the Army Enterprise Systems Integration Program (AESIP).
  • Security

    Employment is contingent upon the ability to pass the pre-employment drug test and background check / security investigation per required level with the U.S. Government agency. The Senior Analyst (FDP) will have an active Department of Defense Secret security clearance.

    Applicants must be a U.S. Citizen to work in support of Federal agency. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations. Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment.
