Department Overview

UCOP Human Resources is dedicated to serving and supporting staff, and to building a work environment where employees feel involved and empowered to offer their best.

Position Summary

Involves recommending, developing, implementing, administering, coordinating and / or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following : recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, inter-location transfers, and employee services. UCOP Human Resources (OP HR) is responsible for Human Resources activities directly related to all Office of the President employees. OP HR provides guidance and support to all managers, supervisors and employees throughout each of the stages of an individual's employment lifecycle. Under general supervision from the Payroll Manager, the HR Generalist is primarily responsible for providing administrative support to the UCOP Human Resources Staff in the areas of on-boarding, off-boarding and Job Data updates. Associated with that, they are responsible for coordinating HR activities and transactions associated with UCPath, the Business Resource Center, Technology Service Desk, Work Management Center, Telecommunications, as well as other departments in accordance with established policies and procedures and services. This position supports OP HR colleagues as a subject-matter expert in the areas of on-boarding, off-boarding and Job Data changes as related special projects arise. This is a Hybrid position with two days per week on site in Oakland, CA or Riverside, CA. Key Responsibilities

20% Generally, provides administrative support to UCOP Human Resources regarding many confidential matters. Provides employees with tailored on-boarding information complying with department and UCOP HR practices and procedures. Support for HR Business Partners in areas of on-boarding and separating employees, as well as assists the Human Resources Business Partner with special projects, or help resolve complex issues

25% Hiring New Employees : Sends and receives pertinent new hire document requests following security guidelines. Monitors and follows up on background checks, as needed. Acts as the primary administrative point of contact during coordination of all pre-first day activities for the new employee, the hiring manager, the HR Business Partner, the Work Management Center, Business Resource Center, TechDesk and Telecommunications, and Payroll. Coordinates payroll and other appointments to on-board employees. Coordination of other on-boarding special requests, as needed. Under the direction of the Payroll Manager, initiates, processes and securely retains all new hire paperwork. Responsible for the integrity of all paperwork and compliance for new hire documentation. Inputs all transactions into Peoplesoft HCM system for UCOP employees.

10% Separating Departing Employees : Prepares and distributes separation checklists for manager and separating employee. Off-board departing employees working with the manager and employee, Work Management Center, Business Resource Center, TechDesk and Telecommunications, Payroll and UCPath to separate Employees. Ensures accuracy of separation codes and data entry to avoid negative impact to employee benefits. Coordinates separation with payroll group to assure timely payment to employee.

15% General Data changes : Enters data into PeopleSoft HCM system for UCOP employees following payroll deadlines, analyzes data change requests and assesses their impact, ensuring accurate employee profile and compensation fields. Problem solves issues that arise with employee data, and ensures assignments are completed in a timely manner. Responsible for maintaining up-to-date documentation for all of these related administrative procedures.

15% Responsible for setting up and maintaining personnel files within the electronic personnel file system (OnBase). Ensures that all appropriate documents are included (e.g., signed offer letter, personal data sheets and self-disclosure forms) and that filing of inappropriate documents does not happen. Keeps files current and properly tagged for ease of retrieval. Works with HR Business Partners to ensure confidential files are managed appropriately. May maintain records for equal employment opportunity and affirmative action reporting requirements. Responsible for conducting periodic audits of personnel file meeting compliance and regulatory requirements.

15% Actively participates in committees and projects which provide opportunities to improve OP Human Resources processes and makes recommendations for improvements. Supports committees as assigned and actively participate in group sessions assisting with integration of changes. Works in a team structure to manage multiple tasks and priorities as assigned. May be assigned independent responsibility and accountability for the timely and accurate completion of significant transaction processing deadlines.

Required Qualifications

Minimum of 2 years in HR-related field and / or 6 years equivalent experience.

Skills and Abilities

Required Qualifications

Advanced proficiency in a PC operating environment with MS Office Suite. Willingness to learn new software applications and technologies, as needed, and to apply technology to resolve problems and gain efficiencies. Intermediate Excel skills for creating and maintaining spreadsheets and databases for HR activity tracking. Experience creating reports and analyzing data. Experience with Talent Acquisition systems.

Communications skills that demonstrate ability to articulate ideas and issues clearly, concisely and logically. Excellent written skills as demonstrated by the ability to draft, edit, and proofread correspondence, reports, and other documents in appropriate format, tone, language, and grammar. Active listening skills to ensure that important points are noted and clearly communicated.

Experience researching, interpreting and applying relevant policies and procedures and recommending potential solutions to issues and / or problems; ability to focus on key issues, gather and integrate information from a variety of sources; and determine appropriate course of action based on established guidelines or past precedents.

Skill managing sensitive and confidential information. Ability to maintain composure and exercise discretion when addressing sensitive issues and situations

Must have excellent customer service and diplomacy skills and demonstrated strong interpersonal skills to ensure smooth and effective relations across the organization at all levels, within unit and to external clients. Ability to work collaboratively and productively with staff with varying work styles and personalities in a team-oriented environment. Ability to acquire understanding of the unit's goals and objectives, and client departments.

Excellent analytical and organizational skills with demonstrated meticulous attention to detail as demonstrated by regularly verifying all work thoroughly to ensure accuracy and ability to recall specific facts quickly and efficiently. Demonstrated experience in using independent judgment in problem resolution.

Demonstrated ability to track, organize and prioritize workload and request resources and information needed to meet deadlines. Ability to work proactively and follow through on assignments with minimal supervision. Must be a self-starter and must be able to coordinate and prioritize multiple tasks.

Act as a back-up for UCPath Center Workforce Administration transaction initiation.

Preferred Qualifications

Act as a back-up for UCPath Center on-site employees on-boarding and off-boarding.

Demonstrated skill in establishing and maintaining a complex record management system accurately and consistently, as well as orderly electronic systems.

Working knowledge of University of California HR policies, procedures and terminology including, but not limited to office administration, classification and recruitment, employment, compensation, payroll processing, leaves of absence and benefits.

Working knowledge of employment laws and the principles and practices of human resource administration.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
