Facilities Electrical Engineer - CONTRACT (6 months - 1 year)

JOB DEFINITION :

Serves as project engineer for construction, renovation and alteration of non-operational facilities. Designs and develops solutions to facilities problems.

Recommends maintenance and retrofits of buildings, building system changes and equipment needs as necessary. Optimize the energy and resource usage of District buildings and equipment according to the District's conservation initiatives.

Inspects District non-operational facilities to ensure maximum life and performance through proper maintenance. Serves as point-of-contact for customers, providing solutions to their problems.

Plans and coordinates the work of the maintenance and custodial staffs, inspects District non-operational facilities to ensure maintenance needs are met.

ESSENTIAL JOB FUNCTIONS :

Gathers data and maintains records of the locations and types of hazardous materials in District buildings / grounds and supports the Facilities Department pollution prevention efforts.

Performs needs analysis and project administration for large and small Facility related projects. Prepares layout and design for construction, renovation and alternations for District non-operational facilities.

Develops construction specifications and drawings, ensuring quality and cost-effective work. Prepares project cost estimates.

Evaluates the cost effectiveness of energy efficiency improvements using needs and economic analysis. Implements measurement and verification procedures and performs conventional engineering design, energy analysis, and technical support including efficient use of heating, ventilating, air conditioning, lighting systems, etc.

Performs a variety of tasks, including safety and environmental assessments, sampling, evaluation, reporting, abatement and disposal of hazardous materials for facilities projects.

Assists in the review and evaluation of current standards, policy, procedures and processes recommending process improvement changes and / or streamlining.

Operates, manages and optimizes building operating and control systems.

Evaluates all maintenance work requests, estimates labor, materials and equipment costs, and recommends cost-effective methods of accomplishment.

Develops specifications for Public Works Contracts, Professional Services Contracts, and other contract work as required.

Initiates purchase order requisitions and small works contracts for materials and services required to accomplish maintenance work for all non-operational facilities.

Evaluates bids and makes recommendations.

Inspects non-operational facilities on a regular basis to ensure maintenance needs are met and that identified work is budgeted.

Supervises and inspects the work of contractors to ensure adherence to the specifications and contract. Provides functional supervision to District personnel assigned to perform in-house work.

Evaluates and processes contractors' request for payment.

Develops and recommends preventative maintenance and housekeeping programs for all non-operational facilities.

Administers a warranty control program to assure that all new equipment and facilities are performing adequately prior to expiration of their warranty.

OTHER JOB FUNCTIONS :

Assists in the development of the department's budget.

Performs other duties as assigned.

NOTE : Non-operational facilities are defined as those facilities which are not used in generation, transmission, or distribution of electric power or the production, storage, transmission or distribution of water (i.

e., buildings, grounds and landscape).

MINIMUM QUALIFICATIONS :

Knowledge of :

  • Facility construction drawing procedures, methods and systems.
  • Hazardous waste abatement procedures.
  • Building, electrical, plumbing and fire codes and structural specifications.
  • Building maintenance, custodial services and landscape maintenance requirements.
  • Building operating systems including HVAC, lighting, fire protection and security.
  • Conservation concepts and industry best practices.
  • Project development and scheduling methodologies.
  • PC based computer systems and software such as word processing, database, spreadsheet, project scheduling, etc.
  • Public Works and Professional Services Contract policies and procedures.
  • Cost estimating techniques, cost-benefit analysis techniques and procedures.
  • Related engineering concepts and problem solving techniques.

Ability to :

  • Identify, research and analyze facility construction and maintenance needs. Develop and recommend cost effective solutions.
  • Communicate effectively, both orally and in writing, with various levels of the organization and outside agencies.
  • Work effectively with both office and field employees.
  • Oversee and manage hazardous waste site remediations.
  • Perform cost estimating for construction and maintenance projects.
  • Manage and lead multiple projects concurrently.
  • Coordinate projects among various departments, employees, and outside agencies.
  • Use PC and associated software for project management and control.

These abilities and knowledge are usually obtained through :

Experience / Education :

  • Bachelor's degree in Engineering, Architecture or related field.
  • Five (5) years progressive experience in facilities engineering, including engineering evaluation of building construction, building systems and building equipment components.

License or Certification :

  • Valid Washington State Driver's License.
  • AHERA Building Inspector certification as established by EPA Asbestos Model Accreditation Plan; Interim Final Rule (40 CFR Part 763, Appendix C to Subpart E).

Must be current or obtained within six months of hire.

PREFERRED QUALIFICATIONS :

Washington State Professional Engineering License.

WORKING CONDITIONS :

Duties are performed primarily in an office environment and requires the repetitive use of a computer keyboard and mouse;

requires travel to job sites and / or meetings. Incumbent may be exposed to weather conditions, building sites, construction zones and loud noises while inspecting work in progress.
