The Work You Will Do

Drainage Designer III, District 6 / Design / Drainage

This position will contribute to the design and engineering of the state drainage and stormwater management systems, providing a safe and efficient system for all users of our state road facilities.

Anticipated Pay

$3,041.15 / biweekly

A Competitive Area Differential (CAD) additive of $1,976.00 will be added to the annual salary.

Your Specific Responsibilities

Perform technical work in drainage design and permitting for in‑house projects, with minimal guidance and supervision. This includes, but is not limited to, the design of storm sewers, roadside swales / ditches, retention / detention ponds, exfiltration trenches, and pollution control structures. Additional work includes the documentation of all supporting drainage calculations and computer applications required for design and permitting purposes. This position requires significant coordination with the roadway designer to ensure all project schedules are maintained, and all drainage and permitting problems are resolved.

Assist in responding to drainage inquiries (flooding problems) made by the public, Department staff, local government, and others. This includes collection of all relevant drainage data, and development of recommendations for resolution with all supporting drainage calculations, and potential permitting needs.

Assist in completing phase reviews of highway projects designed by consultants with regard to drainage design and permitting. This includes coordination with the Florida Department of Transportation project managers and consultants; making recommendations for improved drainage design and enforcement of Department drainage criteria; establishing permit requirements for each project and completing the required reviews of the permit sketches and applications.

Provides permitting and environmental compliance support to the Construction and Maintenance offices as needed for projects.

Assist in the preparation of Project Development & Environmental reports. This includes collecting drainage data, evaluating floodplain impacts, defining drainage areas, determining outfall locations, establishing permit criteria, defining the involved permit agencies, making recommendations on alternatives and computing cost estimates.

Serves as an Environmental Permitting Specialist to assist in the acquisition of permits. Prepares annual wetland impact inventories and quarterly reconciliation reports as required and provides copies for Central Office. Attends joint agency meetings on potential mitigation sites. Negotiates mitigation site monitoring requirements with agencies and ensures monitoring requirements are met. Reviews work program to ensure mitigation requirements are adequately funded in the correct fiscal year. Tracks payment of Senate Bill mitigation to Water Management Districts. Tracks permit application fees and approves fees in Florida Accounting Information Resource (FLAIR) state payment system. Prepares invitations to bid for the purchase of mitigation credits. Verifies consultant's proposed mitigation calculations accuracy and determines mitigation budget estimates for projects moving from PD&E to Design Phase. Tracks purchased credits from mitigation banks using spreadsheets. Reviews approved permits for required mitigation credits and submits required proof of mitigation purchase letters. Assists to develop and reviews mitigation plans for wetland creation projects. Assists to develop specifications and establishes right of way requirements for mitigation projects.

Recommend improvements and innovations to the District Drainage Engineer on any drainage and permit work process. This may include changes / revisions to the drainage databases, management of our resources, processing of phase reviews, or any other process overseen by the Drainage section.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities

Knowledge of :

environmental laws, regulations, and permitting process for federal, state and local agencies

environmental issues (wetlands, endangered species, secondary and cumulative impacts)

the department's design, construction and maintenance processes

general engineering practices and Department design criteria

basic storm water management

Computer Aided Drafting and Design software, including Microstation and Geopak

engineering, design, construction, and drainage related issues

Skills in :

developing appropriate information to satisfy permitting requirements

interpreting maps, aerials and construction plans

calculating mitigation requirements

Ability to :

perform field reviews

identify upland and wetland plant species

conduct wetland jurisdictional determinations and establish jurisdictional boundaries according to agency standards / criteria

use spreadsheets to estimate and track mitigation and purchases

understand both written and verbal instructions

field identify threatened and endangered species and habitat

communicate effectively both verbally and in writing

establish and maintain working relationships with others

Minimum Qualifications

A high school diploma or its equivalent and two years of continuous employment experience or two years of higher education with a cumulative of 48 semester hours or 72 quarter hours.

OTHER JOB RELATED REQUIREMENTS

During a declared emergency event, the incumbent will be required to assist the District as needed.
