Program Summary
The MISS program supports the US Department of State's operations in Iraq. KBR provides base operations and Life Support Services, advisory and consultancy capabilities to the Iraqi Government, focusing on economic planning, strategy development, feasibility studies, technical reviews, and large-scale project management. Services include facility maintenance, procurement, critical supply functions, foodservice, base camp operations, renovations, construction, and medical services.
Job Summary
The Country Fuel Manager will serve as the senior manager for bulk and retail fuel storage facilities, fuel procurement, fuel analysis, and distribution at Chief of Mission sites. The role requires experience in bulk fuel storage and distribution systems / facilities, mobile and direct fuel servicing equipment (aviation and ground), quality surveillance, inventory, accounting, and administration. Practical understanding of basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and ability to read basic drawings, blueprints, and system specifications is required.

Roles And Responsibilities
- Responsible for maintaining a safe workplace and ensuring safety is the highest priority.
- Oversee bulk fuel storage (above ground, underground, fabric tanks and tactical systems) and distribution services in support of operational requirements.
- Analyze fuel usage during all seasons and order fuel according to mission needs, accounting for peaks and lulls in burn rate based on operational factors.
- Manage all facets of fuel logistics to ensure proper procurement, movement approvals, and delivery of high-quality fuel.
- Responsible for receipt, storage, internal handling, and shipping of fuel products.
- Interface with location operations to communicate upcoming exercises, logistics maneuvers, and activities to meet contractual requirements.
- Comply with Environmental, Safety, and Quality Assurance requirements; provide information and materials to these divisions as needed.
- Instruct staff in company policies and procedures.
- Consult with staff to resolve performance and personnel issues.
- Conduct daily meetings with trades to discuss project work, client concerns, and workflow.
- Evaluate employee performance.
Basic Qualifications
High School Diploma or GED.Fuel Distribution Systems Mechanic vocational diploma or completed an apprenticeship with a Journeyman Certificate.Minimum eight (8) years of verifiable experience managing bulk and retail fuels operations with procurement and logistics in a large institutional setting.Must already possess a U.S. Government (USG) issued security clearance or MRPT certification or be able to obtain one prior to hire and maintain eligibility.Demonstrated working knowledge of fuel system activities for a comparable facility.Knowledge of applicable U.S. Codes and accepted trade practices; general knowledge of industrial safety and environmental regulations.Ability to exercise sound judgment and understand occupational hazards and safety precautions for fuel systems.Ability to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.US Citizen; US Passport with minimum one year of validity remaining.Valid driver's license with a clean driving record.Ability to pass a pre-employment background check and drug screen.Preferred Qualifications
Previous fuel analysis and ordering experience in an international setting.Previous fuel supervisory experience in an international environment with a multi-national workforce in harsh conditions.Knowledge of all principles and processes involved in operating and supporting fuel storage and delivery functions at an overseas facility.Experience with a multi-national workforce and strong communication skills.Cross-cultural sensitivity with an international perspective.Knowledge of customer service principles and ability to meet quality standards and assess satisfaction.Demonstrated ability to lead and manage staff.Ability to work in a fast-paced environment with multiple priorities and schedules; capable of working independently and on multiple projects.Excellent organizational and time management skills; proficient in Microsoft Word and Excel.Ability to be an active, innovative team member and drive change.KBR Benefits
