For over a century, the Workers' Compensation Insurance Rating Bureau of California (WCIRB) has been California's trusted, objective provider of actuarially based information and research, advisory pure premium rates and educational services integral to a healthy workers' compensation system. The WCIRB is a California unincorporated, private, nonprofit association comprised of all companies licensed to transact workers' compensation insurance in California. The operations of the WCIRB are funded primarily by membership fees and assessments; no state money is used to fund its operations. The WCIRB is a stable company and a proven leader in the workers’ compensation insurance industry nationwide.
The WCIRB performs a number of functions to accurately measure the cost of providing workers' compensation benefits and ensure a healthy workers’ compensation system. Position Summary
The Project Manager plans and leads complex, multi-faceted project delivery of assigned projects. The Project Manager partners with Product Owners to obtain project objectives and establishes, supports, and monitors the various enterprise project activities in order to sustain a well-managed and transparent project delivery process. The PM is expected to consistently move projects forward while also providing consultation and support to other teams. The Project Manager continuously reviews project standards and implements refinements to improve delivery.
Essential Duties and Responsibilities
- Be accountable for ultimate project delivery for large scale and Enterprise projects (or large scope portions of programs) with minimal variance around cost, schedule, objectives and project success factors ensuring stellar customer satisfaction from project owners and sponsors.
- Creates highly detailed project plans and schedules using project planning software, managing and advising project lead / project sponsor on all project activities (cost, resources, risks, schedule, objectives, project sponsorship risk aversions & stylistic preferences) while ensuring that internal and external customer needs, benefits realization and strategic alignment are both documented and managed.
- Ability to leverage multiple execution models like Waterfall, Agile, Scrum or a combination thereof to create an optimized, customized project plan.
- Demonstrates expert scope-control and remediation skills with ability to address at-risk or troubled projects and quickly remediate scope, cost, schedule and project alignment issues bringing projects back on track.
- Responsible for defining, teaching and enforcing use of good project management practices to the project team and stakeholders.
- Manages multiple projects, their project plans and project teams to find efficiencies and creative solutions to capture opportunities or to proactively identify issues & resolve them across their projects.
- Uses industry-standard projection methodologies to project cost, schedule, resource needs and proactively identify issues and risks as it pertains to projects under delivery.
- Acts as and be seen as a business-unit partner collaborating and building strong working relationships with senior leaders to develop sound business cases for strategic priorities and initiatives, including cost and benefit analysis.
- Communicates effectively with all levels of colleagues (senior staff, management, individual contributors) being flexible with style requirements of customers to build project alignment, lead project conflict resolution, increase customer satisfaction and escalate issues appropriately.
- Updates both technical job knowledge, knowledge of internal business operations and WCIRB products.
- Champions process improvement demonstrating quantifiable improvements in project performance metrics.
- Functions as a key contributor to budgeting process by gathering project proposals, coaching project submitters to create superior proposals, updating the project register and creating reports and views to improve budgeting understanding.
- Provides facilitation of enterprise bodies, maintains reports, and other artifacts that support the enterprise projects : financial, contractual, resource and governance processes.
- Accountable for both gathering and analyzing enterprise-wide accurate, monthly project updates (around scope, cost, schedule, progress, risks, confidence of delivery).
- Act as a Scrum Master in the scrum calls and coordinates the sprint efforts
- Excellent hands-on experience of MS Project, MS Office, SharePoint and Visio
- Ability to prioritize and multi-task in a dynamic business environment with often conflicting priorities; proven analytical and problem-solving skills and strong attention to detail are essential.
Education and Experience
Bachelor’s degree in business administration or computer science, or equivalent experience.A total of 7 years of IT industry experience with at least 5 years project management experience in the insurance / financial services industry would be beneficial.Extensive experience as a project manager demonstrating evidence of increasing responsibilities around project management, with minimum of 5 years of managing highly-complex, parallel projects in a technical environment.Proven ability to work effectively towards goals in a complex, diverse environment with multiple and changing demands.Experience setting up or being a key contributor to a project management office.Experience as a functional contributor in software development, business analysis, product development or analytics space.Experience leading continuous improvements from idea to implementation and incorporating customer feedback while navigating organization factors.Understanding P&C insurance is desirable.Knowledge Areas : Cost management, Schedule management, Risk management, Quality management, Stakeholder Management, Resource management, Communication Management.Tools : MS Project, MS Project Service, MS Excel, Clarity, Jira, Confluence, Azure Dev Ops.Project Management Professional (PMP) certification from PMI is highly desirable.Perks & Benefits
