The Medi-Cal Behavioral Health Policy Division (MCBH-PD) oversees the policy and program areas of the Specialty Mental Health Services, Drug Medi-Cal (DMC), and Drug Medi-Cal Organized Delivery System (DMC-ODS) programs.
- Specifically, MCBH-PD oversees State Plan Amendments for county behavioral health plans; behavioral health CalAIM development and implementation activities, including for Peer Support Services, No Wrong Door, Documentation Redesign, Behavioral Health Administrative Integration, and Screening and Transition of Care Tools;
- 988; the Mobile Crisis Services benefit; Community Assistance, Recovery, and Empowerment (CARE) Act; the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Demonstration;
Recovery Incentives Program; Family First Prevention Services Act; and Complex Care cases.
About this Role :
Under direction of the Chief of the Medi-Cal Behavioral Health Policy Division (MCBH-PD), the Medical Consultant II (MC II)serves as a lead subject matter expert (SME) on clinical components, policy, and programs for Medi-Cal Behavioral Health Policy Division and as a general SME to Behavioral Health, including for high priority and sensitive projects for the Deputy Director's Office.
The MC II functions as a lead in high priority and sensitive projects, such as 988 and the Medi-Cal Mobile Crisis Services benefit, that requires close collaboration with federal, state and county partners, and significant stakeholder engagement.
The MC II participates in coordination, collaboration, and consultation with other DHCS clinicians on cross-cutting initiatives impacting Medi-Cal members with behavioral health disorders.
The MC II assists with the development, implementation and evaluation of behavioral health policy to guide the delivery of care under Medi-Cal Specialty Mental Health (SMH) and Substance Use Disorder (SUD).
The MC II also serves as a subject matter expert for behavioral health issues for DHCS, including mental health policy issues in Medi-Cal managed care and fee for service delivery systems, and mental health and SUD policy issues in publicly funded programs outside of Medi-Cal.
The MC II provides medical and policy consultation to staff in behavioral health and other DHCS divisions as needed, including Local Government Financing, Quality and Population Health Management and Health Care Delivery Systems.
The MC II further provides support to the MHPs, Drug Medi-Cal (DMC) State Plans and Drug Medi-Cal Organized Delivery Systems (DMC-ODS) and other relevant groups concerning DHCS expectations regarding the delivery, appropriateness, and quality of care provided by California counties under contract with DHCS.
Up to 10% overnight statewide travel by airplane, train, automobile, and other forms of transportation is required.
