Position Description
A government client in Tallahassee, FL is seeking an experienced Business Analyst to support the Florida Planning, Accounting, and Ledger Management (PALM) project-a multi-year initiative to modernize the State of Florida's accounting and cash management systems. This critical program will replace legacy systems with a modern financial management solution, improving efficiency, accuracy, and transparency.
This onsite role will join the PALM remediation team, working across multiple business units to conduct business and system analysis, document requirements, and support testing and quality assurance activities. The Business Analyst will collaborate closely with subject matter experts, development teams, and QA resources to ensure smooth implementation and alignment with enterprise goals.
Key Responsibilities
Research and analyze existing business processes, workflows, and system interdependencies.
Document and diagram business and technical processes, identifying impacts of PALM implementation.
Facilitate workshops with business units to gather requirements and define system needs.
Translate requirements into user stories in Azure DevOps and manage the product backlog.
Coordinate with development and QA teams on deliverables, testing, and issue resolution.
Develop test plans, write test cases, and oversee quality assurance activities.
Perform oversight reviews of deliverables to ensure compliance with department standards.
Partner with stakeholders to ensure requirements are clear, accurate, and actionable.
Required Qualifications
Bachelor's or Master's degree in Business Administration, Communication, Information Systems, or related field (equivalent work experience may be considered).
Minimum 5 years of experience in business process and systems analysis.
Proficiency in process mapping / modeling tools (e.g., Visio).
Strong skills in Microsoft Office Suite (Excel, Word, PowerPoint).
Ability to write SQL queries and perform data analysis.
Experience gathering and documenting requirements for enterprise systems.
Desired Qualifications
Experience with Microsoft Azure DevOps for managing user stories, backlog, and testing.
Technical background in IBM Mainframe, Distributed, or Cloud environments .
Knowledge of data migration, change management, and release management practices .
Familiarity with testing and QA methodologies .
Understanding of Florida Administrative Code Rules 60GG-1 - 60GG-5 .
Agile project experience, including backlog management and sprint planning.
Key Knowledge, Skills & Abilities (KSAs)
Strong business analysis expertise : requirements gathering, process modeling, as-is / to-be analysis.
Systems analysis and design using modern modeling methodologies.
Skilled facilitator with the ability to lead workshops and meetings effectively.
Technical understanding of IT infrastructure and software development practices .
Knowledge of project management principles (PMBOK) and familiarity with Florida's project management standards.
Advanced skills with Microsoft products : SharePoint, Teams, Power BI, and Project.
Strong interpersonal and communication skills, with the ability to relate to stakeholder needs.
Adaptability to changing project demands in a dynamic environment.
