Job description

Program Specialist I-Doe

The employee in this position serves as the personnel liaison for the Office of Accountability and Policy Research. As such, they are responsible for preparing personnel actions, serving as timekeeper by maintaining attendance and leave records, and preparing position requisitions through the People First System. Timesheets will be completed in the People First system by the 5th business day of the following month. Confidentiality of these matters will be maintained at all times. The employee must be able to adapt to changing priorities, demands and expectations; and to acquire and apply new skills and knowledge as necessary to accommodate organizational needs to deliver quality and timely products and services.

This position is responsible for supporting and assisting the Assistant Deputy Commissioner.

Duties and Responsibilities :

  • Coordinates both bureaus' internal management procedures including all activities relating to the maintenance of expense vouchers, travel itineraries, and other records and forms.
  • Compile summaries and status reports as required for section internal management, signing for and distributing bureau employee payroll checks, and maintain inventory records and replacement schedule of furniture and equipment for the bureaus.
  • Act as liaison between supervisor and bureau staff and other DOE staff as assigned, representing supervisor when needed and resolving problems in area of responsibility.
  • Maintains the assistant deputy commissioner's calendar and assists in scheduling appointments.
  • Providing excellent customer service and functioning as a liaison between the Bureau's technical staff and requesters for information, reports and data.
  • Receives, sorts, and distributes incoming and outgoing mail.
  • Assist with the implementation of an electronic catalog / archive of publications for the bureau to handle requests for historical data.
  • Assist in testing the secure applications for the bureau as well as assisting in technical assistance for the applications.
  • Assist in testing the EdStats and Edudata websites.
  • Communicates administrative and clerical policies and procedures.
  • Makes arrangements for work session, conferences and training sessions as needed.
  • Schedule meetings, including all aspects of the interview process.
  • Prepares purchase orders and Pcard requests as needed. Ensure that all payments are made within the allotted time as set by DFS rules and regulations.
  • Ensures compliance with state statutes regarding the preparation and processing of travel.
  • Assists other support staff within the division as needed with telephone coverage.

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

Minimum Qualifications :

  • Two to four years of professional administrative experience.
  • Thorough knowledge of business English, spelling, and punctuation.
  • Ability to communicate articulately, orally and in writing.
  • Ability to work independently, collaborate, and work as a team member.
  • Ability to establish and maintain effective working relationships.
  • Proficient in the use of Microsoft Office software including Word, Excel and Outlook.
  • Preferred Qualifications :

  • Experience with Microsoft Office software.
  • Experience with the STMS state travel system.
