Definition

Under direction, performs complex and technical duties to support budget preparation and administration; assists with the development, coordination and preparation of the annual and quarterly budgets; monitors budget activity; prepares and reviews budget transfers; prepares and distributes budget reports; monitors grant, categorical, and other restricted or special funds; maintains district position control; serves as a technical resource on budget development, policies and procedures; performs confidential duties related to the District's labor negotiations; and performs other related duties as assigned.

Supervision

Works under the direct supervision of the Associate Vice President, Administrative Services

Does not directly or indirectly supervise other employees but may provide work direction to lower-level employees, temporary employees, and / or student workers.

Work Schedule

Full-time, 40 hours per week, 12 months per year

Monday-Friday : 8 : 30 AM-5 : 00 PM

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES :

The following duties and responsibilities are typical of those in this classification.

  • Performs complex and technical duties to support budget preparation and administration for unrestricted, restricted, grant, and categorical funds.
  • Assists with the development, coordination and preparation of annual and quarterly budgets; compiles, prepares, and distributes budget documents; reconciles revenue and expenditure budgets; summarizes and coordinates the input of budget and financial data into the district's financial system; prepares salary and benefit projections, forecasts expense trends, and performs variance analysis.
  • Monitors budget activity to ensure expenditures do not exceed appropriations; identifies and resolves accounts with negative balances; analyzes and reconciles accounts; prepares and reviews budget transfers, and inputs pre-encumbrances and other financial data into automated systems.
  • Prepares and distributes recurring and ad hoc budget reports and schedules; conducts mid-year and annual reviews; performs comparative variance analyses; organizes, researches, and compiles financial data; ensures accuracy of reports and supporting documentation for audit, compliance, and internal decision-making; prepares elements of federal, state, and local financial reports.
  • Monitors grant, categorical, and other restricted or special funds, ensuring proper tracking and use in accordance with program guidelines; performs financial analysis for grant programs, including indirect cost and overhead calculations. Identifies deficiencies, reconciles accounts, and collaborates with budget managers to resolve issues.
  • Maintains district position control, including job coding, allocation monitoring, and validation of new or modified positions; ensures correct staffing levels and proper budget account coding; works with Human Resources and Payroll to ensure salary budget alignment, resolves classification and coding issues, and reconciles discrepancies between payroll data and salary budgets.
  • Performs confidential duties related to the District's labor negotiations; analyzes and calculates costs for proposed salary and benefit changes; prepares supporting data for use by management during negotiations.
  • Serves as a technical resource to faculty, staff, and administrators regarding budget development, policies, and administrative procedures; provides training and guidance to departments preparing budgets or analyzing financial data; interacts with internal and / or external contacts to verify budget line items, correct budget deficiencies and / or discrepancies.
  • Assists with the maintenance and structure of the District's general ledger account code system; creates new accounts as needed; posts all approved budget transfers and prepares monthly budget transfer reports for submission to the Board of Trustees; ensures expenditures are properly classified and tracked in accordance with accounting standards and district policies.
  • May provide work direction to lower-level employees, temporary employees, and / or student workers.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS :

The education, training, and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education and Experience :

Bachelor's degree from an accredited college or university with a major in accounting, finance, statistics, business administration, or a related field.

Three (3) years of technical accounting, statistics, fiscal or budget maintenance experience.

Licenses / Certifications / Other Requirements :

Knowledge of :

  • Principles and methods of accounting, auditing, finance and budget preparation.
  • Public sector budget practices, procedures, and techniques, budget development and position control process.
  • Research, statistical and forecasting methods and terminology used in accounting, auditing and budget analysis
  • Specialized computer software used for accounting. Methods of analyzing and reporting complex accounting information.
  • Technical methods of data organization, collection, research, and reporting.
  • Methods of prioritizing, planning, and organizing work.
  • Laws, regulations, standards, and / or requirements applicable to areas of assignment.
  • Methods of prioritizing, planning, and organizing work.
  • Standard office practices or procedures. Standard office software and modern office equipment.
  • Standard formats for business correspondence and other communication. Correct use of the English language, including spelling, punctuation, and grammar.
  • Business arithmetic.

  • Perform complex accounting and statistical computations.
  • Develop tools and methods for gathering and evaluating a variety of detailed data.

  • Maintain data, records, and files. Design and manage multiple complex projects and tasks.
  • Make recommendations that present information, conclusions, and recommendations clearly, logically, and persuasively.
  • Lead, facilitate, and collaborate with others in the development and coordination of projects and initiatives with multiple stakeholders.
  • Research, apply, and explain the laws, regulations, policies and / or procedures applicable to areas of assignment.
  • Operate a variety of office equipment including computers and printers / copiers.
  • Utilize standard office software (e.g., email, word processing, and spreadsheet software) and specialized academic database applications.
  • Prepare reports, correspondence, and other documents using multiple business formats.
  • Maintain confidentiality of sensitive and / or protected information.
  • Perform business arithmetic. Prioritize work and complete assignments accurately and within established deadlines.
  • Provide and obtain detailed information to / from others. Provide customer service with a high level of sensitivity, tact and patience.
