Accounting Officer Position
This position is assigned to the Nonappropriated Fund (NAF) Financial Management Branch (N948); Fleet and Family Readiness Support Services (FFRSS) (N94); Commander, Navy Installations Command (CNIC); Millington, TN. Incumbent serves as the Accounting Officer over the NAF Accounting Section responsible for overall management of the production of financial reports, developing changes and modification to the Navy Morale, Welfare and Recreation (MWR) NAF accounting system and procedures.
Responsibilities include managing the control, maintenance, and data input / processes related to Accounts Payable, Accounts Receivable, Treasury Offset Program (TOPS), Fixed Assets, General Ledger, Travel, NAF Purchase Card, Payroll, Military Ticket Program (MTP), and Information Technology (IT) Services Fund. The role also involves appraising, revising, improving, and / or adjusting all financial management systems within the Central Accounting System (SAP) and Central Payroll System (ADP). The incumbent defines requirements, formulates designs and specifications, evaluates through testing, and approves for production all components of the SAP AIMS Financial Management systems. Additionally, the position provides financial management and technical accounting advice and instruction to users of the SAP AIMS Financial Management Systems. The Accounting Officer serves as a technical accounting expert on any accounting / financial subjects regarding cognizant fiscal entities or their account / financial management systems. They preside over fiscal entity establishment, mergers, consolidations, and disestablishments, providing accounting, financial, and administrative guidance to parties affected by such fiscal realignment and ensuring any disestablished entities' residual funds are received and distributed by CNIC Headquarters. The role performs quality control of all Central Accounting System produced financial reports ensuring resolution of any observed problems. The Accounting Officer also serves as the principal point of contact for external auditors and manages the overall audit process. They review and appraise Navy Fleet and Family Readiness (FFR) financial management policy and training changes proposed by others for accounting and financial integrity, compliance with generally accepted accounting principles, Department of the Navy (DON) policy, and established CNIC financial practices.
Supervisory duties include assigning work based on priorities, difficulty and requirements of assignments, and staff capabilities; conducting annual performance reviews of staff; participating in section staffing decisions; ensuring staff receives proper training to fulfill requirements of their positions; addressing potential disciplinary and / or performance issues timely and taking appropriate, corrective action(s) as necessary; and fostering a work environment free of discrimination, harassment, and / or reprisal and ensuring equitable treatment of all staff. Requirements include a minimum of five years of specialized experience with professional accounting, specifically related to financial reporting, accounting system management, and / or procedural development. Knowledge of SAP and ADP is required. The candidate must have knowledge of various accounting principles, theories, concepts, and practices. They must be able to analyze, identify, and resolve technical issues, problems, or shortfalls associated with work performed within the section. The candidate should have knowledge of processes related to Accounts Payable, Accounts Receivable, TOPS, Fixed Assets, General Ledger, Travel NAF Purchase Card, Payroll, MTP, and IT Services Fund. They must also have knowledge of program management principles (e.g., planning, implementing, risk management, tracking, progress reporting). Familiarity with CNIC organizational structure and mission(s) of organizations is required, as well as knowledge of CNIC's EEO policy and procedures. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) is necessary. The candidate must be able to oversee a functionally specific accounting program and provide guidance to staff on program requirements, processes, and procedures. They must be able to analyze and prepare clear, concise, and technically sound reports related to work performed within the section. The candidate should be able to develop and effectively deliver presentations and / or training. They must perform the full-range of supervisory duties and communicate effectively both orally and in writing.
