Bali Construction is looking for an experienced and talented Labor Compliance Administrator to join our growing team. This role is for someone passionate about their work, detail-oriented, and with solid analytical skills. The Labor Compliance Administrator is responsible for all aspects of project compliance. Under the supervision of the CFO, the Labor Compliance Administrator performs various functions to ensure Bali Construction and its subcontractors are compliant from the onset to the end of a project.

- Ability to make informed decisions independently
- Experience working with various unions, including handling jurisdictional disputes.
- Establishing workflows to ensure compliance
- Administering project labor agreements at the prime contractor level
- A strong understanding of new laws and regulations
- Pro-actively Interface with vendors and subcontractors regarding job contracts to ensure payments are not held up by outstanding compliance
- Communicate with Project Managers regarding non-compliant subcontractors
For Private works
ensure all subcontractors / vendors are complying with insurance requirements and other project requirements based on the job-specific work orders / subcontracts issued by the operations team
For Public works :
ensure subcontractors / vendors are submitting weekly certified payroll reports and meeting other project requirements based on the job-specific work orders / subcontracts issued by the operations team
Implement AP holds as needed for non-compliant subcontractorsResponsible for monitoring weekly submissions for each projectReview / analyze each certified payroll record to ensure subcontractors and vendors are meeting project compliance requirementsReview invoices associated with a public works project, ensure all certified payrolls, training fund contributions, etc., have been collected before Bali releases paymentsIdentify and track discrepancies in current compliance protocol and create solutions to avoid issues in the futureRun weekly local hire reports for all jobs with local hire percentages and provide to dispatchEnsure all new hires are complying with skilled workforce requirements, working collaboratively with the General Superintendent as neededParticipate in project kick-off meetings to ensure proper compliance protocol from the onset and duration of the projectResponsible for maintaining and updating the compliance module Greenlight within Sage softwareOrganize subcontractor compliance files through Bali Construction Master Subcontract Agreement (MSA) Program DeptAssist the Payroll Dept with all necessary preconstruction documents : DBE Forms, DAS 140, DAS 142, Fringe Benefit Statements, etc., to ensure that Bali is fully compliant before it starts any projectAssist Payroll Dept with submission of monthly reports (Union, OCIP, etc.) and other tasks as neededManage internal audits of Bali projects to ensure all subcontractors and vendors are complying with project requirementsExperience, Education & Skills
Bachelor's degree or 2-4 years of experience implementing and monitoring a compliance programExperience working with a general or primary contractorProficient in the SAGE 300 or experience with other payroll software; Greenlight a plusProficient in State and Federal labor laws, Wage and Hours regulations, insurance regulations, Workers Comp, and Union policiesPossess a high level of interpersonal skills and willingness to work collaborativelyAbility to deal with all levels of government and agency personnelAbility to multi-task, prioritize duties, manage workflow, and work independentlyExperience with construction payroll, Prevailing Wage rules and regulations, and DIR / Federal project requirements.Knowledge of California State & Federal labor laws and Union Signatory agreementsExcellent time management skills and the ability to prioritize workAttention to detail and problem-solving skillsWorking Conditions
