Budget Analyst Position

Performs budget formulation and justification functions at a joint organization where objectives, work processes, staffing needs, and funding requirements change substantially from year to year, requiring budget estimates and submissions throughout the six-year POM cycle.

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.

Provides advice, assistance, and guidance on budgeting and related information.

Conducts financial management analysis while deployed during joint operations involving capturing, monitoring, and reporting cost for reimbursement of JTF-CS funding.

This position has been designated as non-critical sensitive. The employee is required to obtain and maintain a secret clearance as a condition of employment.

This position is designated by the Air Force as a test designated position (TDP) under the Air Force civilian drug testing program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

This is a key position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A key position is a federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent federal agency to function effectively. This position must be removed from the ready reserve and cannot become a member of the ready reserve.

IAW DoDI 3020-42 the position has been locally, or command designated as mission essential (ME) performing a mission critical function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Work may occasionally require travel away from normal duty station (CONUS and OCONUS) on military or commercial aircraft IAW joint travel regulations in performance of temporary duty. Ability to obtain and maintain an official passport is required.

Employee may be required to work emergency overtime and / or be "on call" after normal duty hours, which may include evenings, weekends, or holidays.

This position is non-combat essential (NCE) IAW Section 1580 of title 10, USC, and does not provide civilian support to combat operations.

Physical / medical examination is required as a condition of employment for pre-employment and as required, during employment.

Grooming standards may be required in order for protective equipment to be effective when deployed.

The work may require the employee to drive a government owned vehicle. A valid driver's license is required for the position.

Other training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises.

In the performance of assigned duties, the employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

This is a financial management level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, PL 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Budget Analyst, Series 0560.

Applicants must have at least one (1) year of specialized experience at the next lower grade, or equivalent in other pay systems.

Examples of specialized experience include detailed and comprehensive knowledge of governing DOD financial management regulations (FMR), Office of Management and Budget (OMB), U.S. Air Force budgetary policies, processes, procedures, and regulations to ensure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives; knowledge and skill in utilizing the Planning, Programming, Budgeting, and Execution System (PPBE); ability to analyze funding requirements against budgetary constraints and recommend alternate funding solutions and reprogramming actions. In addition to a high degree of skill in analytical reasoning and the ability to apply that skill to the identification, analysis, and conceptualizing of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives; knowledge of Air Force automated accounting systems (e.g. DEAMS, FM Suite, CCaR, CRIS) in order to establish obligations, locate and analyze data, and track expenditure data pertaining to the budget.

Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., from an accredited college or university.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and / or competencies in the following areas :

Knowledge of federal, DoD, and Air Force budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs / organizations.

Knowledge of automated data processing software programs and capabilities used to accomplish budget / funding tasks.

Skill in gathering, assembling, and analyzing sources of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.

Knowledge and experience in the planning and conducting of budget requirements for a deployable military command.

Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget / funding problems.

Ability to communicate effectively, both orally and in writing, to make oral presentations on the budget, and conduct budget-related training to a variety of audiences. Ability to function effectively in a stressful environment and take an innovative approach to problem solving during emergent situations.
