Contract Conformance Specialist III

Work Schedule : Hybrid work model : Onsite (Monday, Tuesday, Thursday) & Remote (Wednesday, Friday).
Position Overview
The Contract Conformance Specialist III (CCS) is responsible for ensuring day-to-day conformance with all executed contractual arrangements supporting assigned capital and maintenance projects. This role manages the flow of documentation, communication, and compliance activities between Enbridge and its contractors to ensure contractual obligations are met and consistently enforced.
The CCS frequently collaborates with third parties and internal departments—such as Legal, Project Management, Construction Management, Business Development, System Planning, Procurement, Contract Management, and Project Controls. The CCS reports directly to the Area Construction Manager, with an indirect reporting relationship to the Contract Conformance Regional Lead (CCRL).

Key Responsibilities
Contract Conformance & Documentation
Ensure compliance with the Project Execution contracting strategy.Facilitate preparation of contract exhibits including scope, specifications, pricing, and special instructions.Assist in drafting technical contract language for scope, pricing, and special instructions.Coordinate with Contract Management to incorporate project-specific requirements and contractor qualifications into final documents.Maintain contractor correspondence and documentation logs.Prepare and issue company correspondence with required approvals.Establish and implement contract document control and retention systems in alignment with company procedures.Support contract closeout activities and ensure proper retention of project contract files.Contract Administration & Compliance
Review contractor submissions for contractual compliance; issue notifications for non-compliance.Participate in the negotiation of contract terms during bidding and formation phases.Manage the change order process, including logs, directives, contractor requests, and preparation of approved change orders.Review and route contractor invoices for compliance and approval; track through payment.Assist with internal and external compliance audits.Monitor and track Service Request Orders (SROs) throughout project execution.Communication & Coordination
Participate in development of project-specific communication plans.Provide training on contract conformance requirements to internal teams and contractors.Prepare agendas, attend contract-related meetings, and distribute detailed notes.Coordinate with the project team, CCRL, Contract Conformance Manager, and Legal to resolve issues.Provide ongoing updates to the CCRL, including weekly CCS Flash Report summaries.Required Qualifications
Bachelor’s degree in Engineering, Construction, Legal, Technical, or Business discipline and a minimum of 4 years of experience in legal, engineering, construction, contract administration, or contract conformance for construction-related projects (preferably within the gas pipeline industry);OR
Associate degree with 7–10 years of experience in the above fields.Strong knowledge of contracting processes and issues within energy industry construction projects.Understanding of contract intent, purpose, and the use of all included documents.Demonstrated proficiency with Microsoft Office applications.Desired Qualifications
