Job descriptionThe Rapid Diversion Program (RDP) is a County-operated program that diverts criminal defendants out of the criminal legal system at the early stages of the court process. The program provides in-court mental health assessment, linkage to treatment services, and case management support to participants, whose criminal case is dismissed upon successful program completion. The Pretrial Release Evaluation Program (PREP) is a County-operated program that releases criminal defendants out of the county jail system at the arraignment stage of legal proceedings. The Program Manager oversees RDP at the Clara Shortridge Foltz Criminal Justice Center (CJC) and the Compton courthouse and PREP at CJC. The Program Manager reports to Project 180’s JCOD Program Director. They manage a team of Program Supervisors and administrative staff. The Program Manager is responsible for developing and implementing program vision, strategy, and goals; managing staff to achieve strong program outcomes; creating systems and infrastructure to promote program efficiency and efficacy; and maintaining relationships and contract compliance with external partners. This role works in close collaboration with the other RDP Program Manager on the team, on strategy, vision, policies and procedures. Develop and implement program vision, strategy, and goals Establish and execute a clear program vision and strategic roadmap aligned with contract requirements, Project 180 priorities, and a commitment to exceptional client service. Define and monitor key performance indicators that balance contractual obligations, organizational strategy, and outcomes-driven, high-quality client care. Set annual goals and oversee performance at the CJC and Compton courthouses, proactively identifying emerging challenges and implementing solutions that address root causes. Monitor and navigate political and operational dynamics within the courthouse environment, addressing issues in a manner that preserves and strengthens relationships with all stakeholders. Partner with the Quality and Outcomes team to develop, implement and sustain a comprehensive performance management system. Ensure consistent delivery of high-quality, trauma-informed client care across both programs. Communicate regularly with Project 180’s JCOD Program Director to report progress, escalate risks or concerns, and maintain strategic alignment. Leverage data to diagnose program challenges, drive continuous improvement, and inform strategic decision-making; ensure data integrity and quality to support program enhancements. Coordinate and integrate JCOD programs with broader Project 180 organizational priorities and cross-departmental initiatives. Manage staff to achieve strong program outcomes Hire, onboard, and train Supervisors and ancillary staff to support high-quality service delivery and program effectiveness. Develop and maintain a talent strategy and leadership pipeline to meet current and future program needs across the portfolio. Develop staff training curriculum and onboarding processes, including new-hire training in collaboration with the other RDP Program Manager. Establish clear performance expectations, accountability systems, and monitoring processes to ensure compliance with internal standards and external (contractual) requirements. Directly manage Supervisors and their teams to achieve performance and outcome targets, including monitoring progress, providing ongoing coaching and feedback, conducting annual performance evaluations, and addressing performance concerns. Support Supervisors in navigating complex or high-stakes client service situations through weekly supervision, as-needed coaching, and direct intervention when appropriate. Foster a strong, inclusive team culture that promotes staff engagement, retention, professional development, and career advancement. Carry out administrative management responsibilities, including documentation, corrective action, and disciplinary processes as necessary. Build systems and infrastructure to support effective program operations Design, implement, and continuously improve systems and infrastructure that enable efficient, effective, and scalable program operations. Develop, document, and maintain program policies and procedures that align with contractual requirements, organizational standards, and broader program goals. Lead implementation planning and change management efforts in collaboration with the other RDP Program Manager and the Program Director to support program growth and continuous improvement. Oversee day-to-day program operations, proactively identifying and resolving operational barriers to effective service delivery and addressing escalating or systemic issues. Conduct regular site visits at the CJC and Compton courthouses to monitor program operations, assess compliance and workflow, and support staff in navigating on-site operational challenges. Maintain external partner relationships and ensure contract compliance in court-based settings Build and sustain strong, collaborative relationships with key justice system and community partners, including but not limited to JCOD, DHS, Los Angeles County Probation, the Los Angeles Superior Court, the Los Angeles County Sheriff’s Department, the Public Defender and Alternate Public Defender offices, and community-based organizations. Partner closely with external stakeholders to promote effective collaboration, integrated operations, and coordinated service delivery within the CJC and Compton courthouse environments. Develop a deep understanding of contract requirements and ensure expectations are clearly communicated, implemented, and consistently met by program staff. Monitor program activities for compliance with contractual, legal, and operational requirements, proactively identifying risks and addressing issues to maintain strong partner relationships and program standing. Deliver consistent, high-quality weekly individual and group clinical supervision to BBS-registered clinical staff, including program supervisors, to support clinical excellence and professional readiness. Ensure screening results and service referrals meet clinical standards for accuracy, appropriateness, and quality of care. Drive clinician professional growth through structured feedback, coaching, and individualized development plans. Monitor clinician workload and quality of service to promote effective, ethical, and sustainable practice; recommend staffing or workload adjustments to the Program Director as needed. Actively track and support clinicians’ progress toward required licensure hours, ensuring supervision aligns with board requirements and facilitates timely attainment of independent licensure. Promote full compliance with licensing, documentation, ethical, legal, and program policy requirements to support audit readiness and successful licensure outcomes. Fulfill baseline Project 180 staff expectations Regular attendance required. Overtime, holiday or weekend work may be required. Culturally competent and trauma-informed : Demonstrates sensitivity to diverse backgrounds and upholds best practices in trauma-informed, recovery-oriented care. Client-centered and equity-focused : Advocates for clients’ needs and works to reduce barriers to care and justice. 2 years experience supervising teams that include therapists, case managers, or similar 2 years experience leading large programmatic teams to deliver strong results Experience working with culturally diverse populations. Valid CA driver’s license, proof of insurance and own vehicle required. Master’s degree in social work or other mental health field from an accredited college or university, and valid license or registration with licensing body (i.e. the BBS) 2 years post licensure Supervisory Responsibilities Supervisor will directly manage a team of approximately 10 supervisors and ancillary staff members. Environmental Conditions (Working Conditions) The Program Manager will perform duties at the downtown LA office with weekly site visits to the CJC and Compton courthouses being required.
