The position of Financial Specialist reports to the Chief of Business Support Services. The position is responsible for assisting with planning and directing the Division of Real Estate Development & Management (REDM) Operations Budget and all Fixed Capital Outlay (FCO). This position serves as the central financial custodian for all Federal Grant Funded projects managed by REDM. The primary responsibility is to plan and direct the complete budgetary lifecycle of these grants, ensuring that all financial resources are in compliance with the department's goals and their applicable federal guidelines and regulations.
In addition, the position is responsible for assisting with ensuring coordination and efficiency among administrative, financial and budgetary aspects and all statewide Fixed Capital Outlay (FCO) program activities by providing liaison and consultant capabilities for the solution of operational and management problems. This includes administering and directing the review and analysis of the Program Operations Budget and FCO budgets for all agencies statewide in addition to managing all FCO appropriations for projects designated the responsibility of the Department of Management Services. Specific duties include managing financial projects assigned by the Director or Real Estate Development and Management and the Chief of Business Support Services. This includes providing consultation to leadership in the areas of FCO.
