Title : Property Manager Affordable Housing
Compensation : $70,000 - $73,000 Yearly (DOE)
Position Summary
We are seeking a results-driven, detail-oriented Property Manager with a strong background in affordable housing to oversee the daily operations of one of our residential communities. This role requires an experienced leader with a deep understanding of HUD, LIHTC, strong financial acumen, and the ability to foster a thriving, service-first resident community. The Property Manager is responsible for driving performance across leasing, compliance, maintenance, financial operations, and team development to ensure the property meets both regulatory standards and Rainey's commitment to excellence.
Essential Functions
Property & Operations Management
Oversee all day-to-day operations of the property, including leasing, rent collection, resident services, vendor coordination, and maintenance oversightConduct regular inspections of units, common areas, and building systems to ensure cleanliness, safety, and overall curb appealEnsure timely completion and documentation of work orders, unit turnovers, and preventative maintenance projectsImplement and enforce property policies, procedures, and resident guidelines in alignment with fair housing laws and company standardsAffordable Housing Compliance
Ensure full compliance with affordable housing program requirements including HUD, LIHTCOversee income certifications, recertifications, and eligibility verifications to ensure accurate documentation and ongoing tenant compliancePrepare and submit timely reports, audits, and required documentation for regulatory agencies and internal reviewStay up to date with federal, state, and local housing regulations, and lead property-level policy updates as neededFinancial Management
Develop and manage property operating budgets in collaboration with the Regional ManagerMonitor and control expenses, track property performance, and optimize cost-efficiencyCollect rent, post payments, enforce lease terms, and manage delinquency follow-upAssist with financial reporting, funding applications, audits, and monthly / annual compliance filingsResident Relations & Retention
Serve as the primary point of contact for resident concerns, conflict resolution, and community supportFoster a strong sense of community by promoting resident engagement and addressing resident needs with empathy and efficiencyOversee move-ins, move-outs, lease renewals, and ensure a smooth transition for all residentsPromote high resident satisfaction and retention through proactive service and consistent communicationTeam Leadership
Lead, coach, and manage on-site team members including assistant property managers, leasing consultants, and maintenance staffDelegate tasks effectively and ensure accountability for meeting property goals and deadlinesConduct regular staff meetings, performance reviews, and training to ensure operational excellence and compliance awarenessSupport team morale and foster a collaborative, inclusive, and high-performing work environmentQualifications
Experience
Minimum 3+ years of progressive experience in property management, with a strong focus on affordable housing programs (HUD, LIHTC)Experience managing a high-volume property and leading a diverse team of onsite staffDemonstrated success with rent collection, occupancy management, and regulatory complianceEducation
High school diploma or equivalent required; Bachelor's degree in Business, Real Estate, or related field preferredIndustry certifications such as CAM (Certified Apartment Manager), CPM (Certified Property Manager), or HCCP (Housing Credit Certified Professional) strongly preferredSkills & Competencies
Deep knowledge of affordable housing regulations, fair housing laws, and program compliance standardsStrong financial acumen with the ability to manage budgets, analyze reports, and support audit readinessProficient in property management software (e.g., Yardi, OneSite, RealPage) and Microsoft Office SuiteHighly organized with excellent time management, problem-solving, and multitasking abilitiesExceptional leadership, interpersonal, and customer service skillsStrong verbal and written communication for interacting with residents, vendors, team members, and stakeholdersWork Environment & Physical Requirements
This role combines office work with regular on-site responsibilities throughout the property. You must be able to :
Walk the property regularly to monitor grounds, units, and common areasSit or stand for extended periods while managing administrative tasks and meetingsLift files, marketing materials, or small packages up to 25 lbs.Communicate effectively in person, via email, and over the phone with residents, staff, and vendorsMaintain punctual attendance and be available for after-hours emergencies or weekend responsibilities as neededFor a full Physical Demands Analysis, please contact your HR representative.
