ANEW is a nonprofit organization with a mission of building people, building communities. Founded in

1980, ANEW has a unique and successful reputation for assisting underserved populations into

apprenticeship and family wage careers. ANEW is focused on gender and racial equity in industries that

do not represent the community.

As the Chief Program Officer of ANEW, your primary responsibility is to oversee and enhance the

organization's programs ranging from Job training, Retention Services, and Career Exploration services. You

will develop strategic plans to ensure the effectiveness and growth of these programs, aligning them with the

nonprofit's mission and goals. Your role involves collaborating with various stakeholders, including

instructors, partners, and funders, to design curriculum, assess training needs, and evaluate program

outcomes. Additionally, you'll lead efforts to recruit and retain students, foster a supportive learning

environment, and implement innovative teaching methodologies. You will directly manage a team of the

organization’s leaders and guide the strategic decisions made in their respective programs.

PRIMARY RESPONSIBILITIES

Strategic Program Development :

o Collaborate with the CEO and executive team to develop and implement a strategic plan for the

following programs and services : Training, Career Exploration, and Retention.

o Evaluate current program offerings and identify opportunities for enhancement and expansion to

better serve the organization's mission and goals.

o Lead the development and implementation of new program initiatives in alignment with industry

standards and community needs.

Curriculum Design and Implementation :

o Work closely with instructors, industry experts, and partners to design comprehensive curriculum

for construction pre-apprenticeship training programs.

o Ensure curriculum aligns with industry requirements, regulatory standards, and emerging trends.

o Oversee the implementation of curriculum, including scheduling, delivery methods, and assessment

strategies.

Stakeholder Engagement :

o Cultivate and maintain relationships with key stakeholders, including construction companies, trade

unions, government agencies, and community organizations.

o Collaborate with stakeholders to identify training needs, secure job placement and apprenticeship

opportunities, and facilitate job placements for program graduates.

Program Evaluation and Improvement :

o Develop and implement processes to regularly evaluate program effectiveness and outcomes.

o Analyze data and feedback to identify areas for improvement and implement enhancements to

program delivery and content.

o Stay informed about best practices and innovations in construction trades training to continuously

enhance ANEW's programs.

Recruitment and Retention :

o Develop strategies to support student retention and success, including mentorship programs,

academic support services, and career counseling.

o Provide strategic oversight into the function of support service programs for targeted communities.

ESSENTIAL FUNCTIONS

Team Leadership :

o Provide leadership and direction to the program management team, including setting goals, providing guidance, and fostering professional development opportunities.

o Foster a culture of collaboration, innovation, and continuous improvement within the program management team.

Compliance and Risk Management :

o Ensure compliance with relevant regulations, accreditation standards, and industry requirements.

o Identify and mitigate risks related to program operations, safety, and participant well-being.

o Develop and implement policies and procedures to safeguard program integrity and participant safety.

Career Exploration

o Develop and oversee the strategic direction of the organization's career exploration services for youth and young adults, aligning initiatives with broader organizational goals and priorities.

o Lead a multidisciplinary team responsible for designing, implementing, and evaluating comprehensive career development programs and services.

o Establish partnerships with government agencies, philanthropic organizations, and industry leaders to secure funding and resources to support career exploration initiatives.

SKILLS AND ABILITIES

  • Ability to conceptualize, design, and implement effective training programs aligned with organizational goals and industry standards.
  • Curriculum Design : Proficiency in developing comprehensive curriculum materials tailored to the needs of construction pre-apprenticeship training, including lesson plans, assessments, and learning resources.
  • Capacity to provide visionary leadership to the program management team, fostering a collaborative and innovative work environment while effectively managing resources and personnel.
  • Proficiency in collecting, analyzing, and interpreting data to evaluate program effectiveness, identify trends, and make informed decisions for program improvement.
  • Ability to develop and implement strategies for recruiting diverse participants and supporting their retention and success through mentorship, academic support, and career counseling.
  • Understanding of budgeting principles and experience in managing program budgets effectively, including monitoring expenses, revenue generation, and resource allocation.
  • Knowledge of relevant regulations, accreditation standards, and safety protocols to ensure program compliance and mitigate risks associated with program operations.
  • Willingness to stay informed about emerging trends, best practices, and innovations in construction trades training, and the ability to incorporate them into program design and delivery.
  • Flexibility to adapt to changing circumstances, priorities, and needs within the organization and the broader community, while maintaining a focus on program quality and impact.
  • Ability to advocate for the organization's mission and programs through effective communication with stakeholders, policymakers, and the public, and to articulate the importance of construction pre-apprenticeship training in workforce development.
  • Capacity to identify challenges and barriers to program success and develop creative solutions to address them, drawing on a combination of analytical thinking and practical experience.
  • Sensitivity to and understanding of the diverse backgrounds, experiences, and needs of program participants, and the ability to create an inclusive and supportive learning environment.
  • Skills in planning, organizing, and executing projects, including setting goals, establishing timelines, delegating tasks, and monitoring progress to ensure successful outcomes.

MINIMUM / REQUIRED QUALIFICATIONS

  • 7+ years’ experience as a senior leader in a non-profit (or similar) organization annual operating budget of $5 million.
  • Strong strategic thinking and problem-solving skills.
  • Demonstrated success in leading and developing high-performing teams of up to 15 people.
  • Proven experience with managing multiple direct-reporting employees.

  • Continuation of employment is contingent upon successfully performing work described.
  • Continuation of this position is dependent on achievement of performance goals and availability of funding.

WORK LOCATION : ANEW Tukwila Training Center and Satellite locations as assigned.

WORK SCHEDULE : Monday - Friday

REPORTS TO : Executive Director

This position is paid an exempt position with a starting salary range of $95,000.00 - $101,825.38 per year. This position is grant funded and continuation of this position is subject to continuation of funding.

The starting salary is based on education and experience as per the below matrix.

COMPENSATION

Years’ experience must be directly related to this position.

This position is an exempt position. The person in this position is expected to serve a 90-day probation

period. Benefits will not be included until and unless the position is made permanent, which is contingent upon performance evaluation, funding, board direction, and potential re-development of the organization and its training / service delivery models.

If the position is more than 30 / hours per week, employer paid medical benefits will include medical, dental, and vision benefits.

A portion of the medical premium is made by the employee through a pre-tax contribution at time of payroll posting. Employees at 30 / hours week or greater qualify for full benefits and pay a pre-tax contribution of $80 per month.

Employees at 20 / hours per week pay 25% of their benefits. Employees who work less than 20 hours per week are not eligible for paid benefits.

Additional employer paid benefits include : basic life insurance, vacation, sick leave, holiday pay and taxes as required by law.
