Full-time employee - Sacramento Salary :

Scope of Work :

  • Capio Group is looking for experienced Business Solutions Analyst to deliver comprehensive business analysis services for the Client's System.
  • The Business analysis services from the IT division encompass requirements gathering and prioritization, process and system design, development, implementation, maintenance, and ongoing operations.
  • The Division collaborates closely with the Program Division stakeholders including Marketing, Policy, Eligibility and Research, Communications, External Affairs and Community Engagement, Outreach and Sales, Service Center, and Plan Management to ensure that the system features are aligned with evolving policy and regulatory changes, as well as user experience enhancements.
  • The business requirements identified by these stakeholders are translated into clients system software development lifecycle change requests.
  • The  Business Solutions Analyst will offer analysis services on all existing systems and emerging technologies, such as consumer relationship management tools (Salesforce), Chatbot, and Data Warehouse.
  • Additionally, Business Solutions Analyst will analyze the various business systems and oversee work that involves applying analytical processes to the planning, design, and implementation of new and improved business information systems and business processes to meet specified requirements.  The Business Solutions Analyst will be responsible for tasks including but not limited to :

  • Services and Deliverables Define opportunities for new or improved business process solutions through needs analysis; Conduct business process reengineering; Conduct feasibility studies and trade-off analyses;  Serve as a liaison between internal and external customers;  Consult with customers to identify, refine, and specify functional requirements, and translate functional requirements into technical specifications;  Develop overall functional and systems requirements and specifications; Prepare business cases for the application of IT solutions;  Define systems scope and objectives;  Develop cost estimates for new modified systems;  Facilitate the integration of all system components including policies, procedures, training materials, databases, software, and hardware;  Effectively communicate to the client staff and prepare written reports that clearly articulate analysis; Conduct performance and reliability testing of new solutions;  Plan and participate in systems implementation and provide post-implementation support;  Ensure the rigorous application of information security / information assurance policies, principles, and practices to the systems analysis process; Provide a broad range of expert-level services related to project management; technical and functional support; and change management.
  • These services will include :

  • general project management; contract management and analysis; risk and issue management; project schedule management; document management; financial management and analysis; business analysis, requirements development and management; change management processes; and technical infrastructure development and support;  Maintain effective and timely communication with the client project management, in addition to the formal status reporting as outlined in this Agreement.
  • Develop findings, conclusions, and recommendations continuously for the duration of the system development life cycle (SDLC).
  • Oral and written reports shall be made to management, as appropriate to ensure timely and effective management of all issues and risks.
  • Concise discussion memoranda, issue papers, review and assessment reports, and other work products shall be prepared on specific topics if and when requested by the client; and Develop and execute a comprehensive plan for knowledge transfer.
  • Collaborate with  the client  to ensure knowledge transfer plan is effectively executed. 2.
  • Written Deliverables A weekly written and verbal status report to  the client  management of tasks performed during the previous week and all current assignments.
  • A written monthly status report must be provided to  the client by the end of the first week of every month.
  • The reports must outline all tasks and activities accomplished during the previous calendar month.
  • The report must further detail all identified issues; all planned work for the next calendar month; and amount of time actually spent on assigned tasks.
  • When requested by  the client, prepare and deliver a final status report that outlines the following information :

  • Summary of all completed tasks, activities, and deliverables; Milestone accomplishments; Lessons learned;  Actual expenditures versus planned expenditures;  Any other information as requested by  the client.  3.
  • Knowledge Transfer Prepare and submit a Knowledge Transfer Plan as directed by the client in writing.
  • This Plan must include the following information :

  • A comprehensive plan for knowledge transfer; Execution and control status of knowledge transfer.
  • This information can also be conveyed in weekly reports; and Any lessons learned on implementing knowledge transfer plan.  Mandatory Experience :

  • Must have a minimum of five (5) years’ experience providing project, technical, or functional management support on IT projects with the primary responsibility, size, and scope comparable to the business needs.
  • Must have a minimum of five (5) years’ experience following SDLCs in order to identify, evaluate, and recommend business or technical requirements applied to the design and development of systems.
  • Must have a minimum of five (5) years’ experience performing analysis and design for complex information technology enterprise systems.
  • Must have a minimum of three (3) years’ experience with change management.
  • Must have a minimum of three (3) years’ experience attending JAD sessions to identify gaps with existing systems and scope out new requirements, perform gap and cost analysis, and implement change requests.
  • Must have a minimum of three (3) years’ experience of System / UAT testing experience for large scale project(s).
  • Desirable Experience :

  • Must have a minimum of three (3) years’ experience of System / UAT testing experience for large scale project(s).Two (2) years’ experience working with the Hewlett Packard (HP) Application Lifecycle Management (ALM), Jira, Rational Team Concert Two (2) years of experience working in Agile methodology.
  • Two (2) years of experience working with State Welfare Medi-Cal projects, Statewide Automated Welfare System (SAWS), State Integrated Eligibility systems, health insurance issuers or comparable.
  • Two (2) years of data analysis experience for large scale government project(s) or comparable.
