Job Title : Health, Safety, and Environmental (HSE) Manager
Location : On-site - Ka'a'awa, O'ahu
Schedule : Full-time, on-site role based at Kualoa Ranch with regular field presence.Some flexibility required for off-hours inspections, training sessions or responding to incidents / emergencies.
POSITION SUMMARY
The HSE Manager leads the development, implementation, and continuous improvement of Kualoa Ranch's health, safety and environmental program across all operations : Tours & Recreation, Agriculture & Land Management, Film / Production, Facilities & Maintenance, and administrative services. This role establishes systems and protocols to ensure that health, safety, and environmental best practices are embedded in every part of the ranch-from field to guest interaction to production sets. The HSE Manager is a connector, builder, and culture-champion who works across departments, enabling consistent application of standards and driving measurable improvement aligned with our values of Aloha, Mālama, Po'okela, 'Ohana and Laulima.
KEY RESPONSIBILITIES
1. HSE Program Design & Implementation
- Develop, implement and maintain a unified HSE Management System (HSE MS) that integrates health, safety and environmental protocols tailored to Kualoa's varied operations.
- Lead the design and rollout of new HSE processes, procedures, and safe work practices (SWP) that ensure operational alignment and risk reduction.
- Partner with Department Managers (Tours, Agriculture, Film / Production, Facilities, HR) to embed HSE into project planning, execution and continuous operations.
- Facilitate the HSE Steering / Safety Committee, coordinating representatives across departments, scheduling meetings, driving follow-up on action items.
2. Training, Competency & Culture
Design and deliver new-hire HSE orientation and site-specific inductions for all employees, including field, production and guest-facing teams.Develop and manage computer-based training (CBT) modules, micro-learning refreshers, in-field coaching and job-specific safe work briefings.Drive reinforcement of training through behavioural observation, feedback, auditing, and coaching programs.Lead HSE communications : signage, campaigns, safety recognitions, "near-miss" stories, and culture-building activities.3. Incident Management & Reporting
Oversee incident, injury, illness and near-miss reporting systems; ensure timely recording, investigation (root cause analysis) and corrective / preventive action (CAPA) tracking.Implement standardized workflows for documentation, review and closure of actions across departments.Develop dashboards and reports for leadership : leading and lagging indicators, trend analyses, departmental performance.Mentor departmental managers in incident investigation practices, behaviour-based observation, job hazard analyses (JHAs), and field-level hazard assessments.4. Risk Assessment & Compliance
Conduct regular inspections, hazard assessments, job site evaluations and environmental audits across diverse ranch environments (tour paths, agricultural fields, equipment shops, film sets).Review, revise and maintain HSE policies, SOPs and safe work procedures to reflect operations and regulatory obligations (OSHA, Hawai'i standards, environmental regulations).Ensure contractor / vendor / film-crew compliance with Kualoa's HSE requirements : onboarding, orientation, performance oversight, auditing.Lead emergency preparedness and response planning : drills, evacuation, first-aid, natural hazard (e.g., weather, wild-fire) readiness.5. Systems & Technology Integration
Optimize existing HSE tracking and training systems to ensure seamless, ranch-wide usage by all departments.Identify and implement new technology solutions (mobile inspection apps, QR-code checklists, real-time dashboards, automated alerts) that improve data quality, transparency and actionability.Coordinate with HR, IT and departmental leads to integrate HSE data (training completion, incident metrics, audit findings) into broader business systems.6. Continuous Improvement & Engagement
Foster a proactive HSE culture where all employees feel ownership for safety and environment.Recognize, celebrate and communicate proactive safety behaviours and improvements.Use data, trend-analysis and feedback loops to drive ongoing enhancements in process, performance and culture.Present quarterly HSE summary to executive leadership : performance, key risks, improvement initiatives and resource needs.PHYSICAL REQUIREMENTS
Must be able to traverse uneven terrain across ranch property (field, forest, production areas).Ability to lift and carry up to 25 lbs during inspections / training as needed.Comfortable conducting work in outdoor, variable environmental conditions : heat, rain, terrain.Must be capable of effective visual and auditory hazard recognition, clear communication and field-presence.MINIMUM QUALIFICATIONS
5+ years of progressively responsible HSE, safety, or occupational health experience - preferably in multi-operational environments (agriculture, tourism, land management, production).Proven track record in building and implementing HSE systems, programs and processes.Experience with digital tools for incident tracking, audits, training management, data dashboards.Excellent interpersonal, presentation and communication skills; ability to influence across functions without direct authority.Working knowledge of OSHA, Hawai'i labor standards, and relevant environmental regulations.Demonstrated experience conducting hazard analyses, incident investigations, and corrective action implementation.PREFERRED QUALIFICATIONS
