The Village is currently accepting applications for a hands-on, full-time Utilities Director. This position reports directly to the Village Manager and is responsible for planning,directing, coordinating and monitoring the operations of the water utilities division, inclusive ofwater production, distribution and stormwater.

JOB DESCRIPTION

DUTIES AND RESPONSIBILITIES

• Plans, directs, coordinates, and monitors the operations and activities of the Utility Department including the water / stormwater utility plant facilities; effectively providing for the protection ofquality water supply services to residents; ensures regular inspection of the stormwater drainage system for efficient flow and safety in order to minimize flooding.
• Makes hiring and termination recommendations; Organizes, prioritizes, directs and assigns work while providing technical expertise; Monitors work in progress and inspects completed work; Counsels, disciplines and resolves employee concerns and problems; Conducts regular and annual employee performance evaluation.
• Establishes and maintains policies and procedures governing the operation and maintenance of the Villages utility facilities; prepares and recommends long and short term plans, cost estimates for capital improvement, and renewal and replacement programs required to maintain the facilities and equipment in compliance with applicable regulations.
• Develops and administers the Utilities department operating and capital improvement budgets; monitors and approves expenditures and adjusts budget as necessary
• Manages purchasing activities, including vendor bids, including specifications for the treatment plant and associated chemical purchases.
• Manages and coordinates the activities of employee, contractors and consultants engaged in the planning, design, operation, construction, maintenance, repairs and servicing of Village utility facilities and infrastructure.
• Oversees the on-site performance of operational control laboratory testing and supervises the preparation of required comprehensive reports; ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures, initiating any actions necessary to correct deviations or violations.
• Coordinates rate making and rate monitoring to ensure adequacy of current operations and rates.
• Monitors required training for operating personnel and ensures licenses and certifications are kept current; oversees the development and implementation of safety programs for the utility department in compliance with Village and industry standards.
• Maintains a system of departmental records and reports which meet State, Federal. County and Village regulations and oversees proper maintenance, retention and destruction of all records and documents.
• Represents the department and the Village before the Village Council, regulatory agencies, community organizations and the general public; leads public relations efforts; resolves complaints and fosters / coordinates internal and external relationships.
• Serves on various committees to provide technical expertise and advice related to engineering, project design and construction.
• Researches grant information, writes, negotiates and administers grants in accordance with required standards.
• Compiles and prepares various administrative and statistical data and reports; analyzes data to identify trends; prepares / generates reports and maintains records.
• Performs general / clerical tasks as necessary, which may include answering telephone calls, typing documents, making copies, sending / receiving faxes, filing documentation, processing incoming / outgoing mail, preparing presentations,and coordinating meetings.
• Maintains comprehensive and current knowledge of applicable laws / regulations; new procedures, practices, technologies, trends and advances in the profession; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.
