Utilities Director
The Village is currently accepting applications for a hands-on, full-time Utilities Director. This position reports directly to the Village Manager and is responsible for planning, directing, coordinating and monitoring the operations of the water utilities division, inclusive of water production, distribution and stormwater.
Duties and responsibilities include :
- Planning, directing, coordinating, and monitoring the operations and activities of the Utility Department including the water / stormwater utility plant facilities; effectively providing for the protection of quality water supply services to residents; ensures regular inspection of the stormwater drainage system for efficient flow and safety in order to minimize flooding.
- Making hiring and termination recommendations; organizing, prioritizing, directing and assigning work while providing technical expertise; monitoring work in progress and inspecting completed work; counseling, disciplining and resolving employee concerns and problems; conducting regular and annual employee performance evaluation.
- Establishing and maintaining policies and procedures governing the operation and maintenance of the Village's utility facilities; preparing and recommending long and short term plans, cost estimates for capital improvement, and renewal and replacement programs required to maintain the facilities and equipment in compliance with applicable regulations.
- Developing and administering the Utilities department operating and capital improvement budgets; monitoring and approving expenditures and adjusting budget as necessary.
- Managing purchasing activities, including vendor bids, including specifications for the treatment plant and associated chemical purchases.
- Managing and coordinating the activities of employee, contractors and consultants engaged in the planning, design, operation, construction, maintenance, repairs and servicing of Village utility facilities and infrastructure.
- Overseeing the on-site performance of operational control laboratory testing and supervising the preparation of required comprehensive reports; ensuring departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures, initiating any actions necessary to correct deviations or violations.
- Coordinating rate making and rate monitoring to ensure adequacy of current operations and rates.
- Monitoring required training for operating personnel and ensuring licenses and certifications are kept current; overseeing the development and implementation of safety programs for the utility department in compliance with Village and industry standards.
- Maintaining a system of departmental records and reports which meet State, Federal, County and Village regulations and overseeing proper maintenance, retention and destruction of all records and documents.
- Representing the department and the Village before the Village Council, regulatory agencies, community organizations and the general public; leading public relations efforts; resolving complaints and fostering / coordinating internal and external relationships.
- Serving on various committees to provide technical expertise and advice related to engineering, project design and construction.
- Researching grant information, writing, negotiating and administering grants in accordance with required standards.
- Compiling and preparing various administrative and statistical data and reports; analyzing data to identify trends; preparing / generating reports and maintaining records.
- Performing general / clerical tasks as necessary, which may include answering telephone calls, typing documents, making copies, sending / receiving faxes, filing documentation, processing incoming / outgoing mail, preparing presentations, and coordinating meetings.
- Maintaining comprehensive and current knowledge of applicable laws / regulations; new procedures, practices, technologies, trends and advances in the profession; maintaining professional affiliations; attending conferences, workshops, and training sessions as appropriate.
Qualifications and experience required :
Bachelor's degree in civil or Environmental engineering (Masters preferred)Seven years of progressively responsible experience in managing utilities operations, with prior water plant experience, orAny equivalent combination of education, training and experience that provides the relevant knowledge, skills and abilities for the job.Necessary knowledge, skills and abilities :
Experience in preparing and presenting long range utility plans and programsThorough knowledge of the modern principles and practices governing the operations of water production, distribution and stormwater utility systems; knowledge of the machines, equipment and materials along with the occupational hazards and safety precautionsSound knowledge of civil engineering theory, techniques, principles and practices applicable to the planning, design and construction of utilities projectsExtensive knowledge of applicable Federal, state and Village codes, regulations and ordinances governing the administration of the Water Treatment PlantThorough knowledge of laboratory techniques used in the analysis of public water supply and computerized operations monitoring and control systemsSound knowledge of repair and maintenance practices of mechanical and electrical equipment and machineryAdvanced knowledge in preparing written technical reports, cost estimates and cost recordsSound knowledge of modern principals and practices of public administration, including planning, organizing, budgeting, personnel and project management.Advanced ability to establish and maintain effective working relationships with subordinates, superiors, municipal officials, consultants and contractors and the general publicSound experience addressing groups including civic organizations on subjects related to utility programs and projectsSound knowledge of reading and interpreting engineering design plans, specifications and regulatory permits.Licensing and certification :
Valid Florida driver's licenseNational Incident Management System (NIMS) Certification in accordance with Village policy.Work environment :
Subject to respond to emergencies 24 hours / day, 7 days / week, 365 days / year.Occasionally required to walk, sit, stand, bend, climb or balance, stoop, kneel or crouch.Frequently lifts and / or moves up to 25 pounds and occasionally lift and / or move up to 50 pounds.Vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.Working conditions will vary to include an air-conditioned office, with regular field activities resulting in exposure to outdoor elements.
