Senior Director, Government Relations (Privacy and Technology)

College Board - Global Policy and External Relations

Location : This is a fully remote role. Candidates who live near CB offices have the option of being fully remote or hybrid (Tuesday and Wednesday in office).

Type : This is a full-time position.

About the Team

Global Policy and External Relations (GPER) is a close-knit team of policy, government relations, and strategic workforce professionals who drive policy proposals and appropriation priorities from design to implementation. Our core capabilities include active lobby engagement with state elected officials, policy design and adoption to reach a broader group of students, field and subject-matter expertise to help College Board programs innovate and adapt, and advocacy and policy implementation to build and maintain a powerful network of external allies that advance our organizational goals. Government Relations plays a direct and high-impact role in lobbying state and federal policymakers to advance and defend College Board's priorities. Members of our GR team, including this role, are registered lobbyists who lead legislative engagement and secure support for key policy initiatives.

About the Opportunity

As Senior Director of Government Relations, you will lead College Board's legislative efforts related to data privacy and technology at the state and federal levels. Your mission is to ensure that laws and regulations focusing on privacy, artificial intelligence, educational technology, and protection of minors' use of technology and their data provide safeguards for students without limiting educational access or innovation. You lead legislative strategy, actively shape policy outcomes, and build high-impact relationships with policymakers that reflect College Board's values and programmatic needs across all states and in Congress. You drive legislative agendas, secure bipartisan support, and respond to threats in a rapidly evolving privacy landscape. You align internal teams around a clear policy vision, coordinating with program, legal, and policy leaders to deliver results.

In this role, you will :

Lead GR Legislative Strategy on Privacy (50%) :

  • Drive and execute a bold, proactive state and federal agenda to safeguard and advance College Board's leadership on data privacy, artificial intelligence, educational technology, and protections for minors online-ensuring the organization stays ahead of regulatory and reputational risks.
  • Forge and sustain high-impact relationships with legislative leaders, key committee and gubernatorial staff, education coalitions, and advocacy partners-positioning College Board as a trusted and influential voice in state and national policy conversations.
  • Serve as a compelling and credible representative of College Board in legislative forums and public venues-translating complex technical and policy issues into clear, persuasive narratives for lawmakers, regulators, and education stakeholders.
  • Proactively surface and escalate legislative threats regarding privacy and AI, ensuring College Board influences outcomes early and effectively.
  • Shape powerful, legally and politically sound testimony, policy briefs, and legislative amendments-working in close collaboration with state GRD leads, Policy, and Legal to equip lawmakers and coalition allies with the tools to act.
  • Deliver expert, timely, and actionable briefings that equip College Board leaders to engage with confidence and clarity on AI, privacy, and emerging tech policy-turning insight into influence.
  • Partner closely with Legal and Policy teams to align strategic messaging, reinforce defensibility, and operationalize a credible and compliant parental consent model for minors' data and tech use.
  • Direct, coordinate, and hold accountable contract lobbyists to neutralize threats and advance College Board's position on privacy, AI, and ed tech-ensuring every external effort drives measurable policy wins.

Design Proactive Legislative Campaigns (30%) :

  • Seize opportunities for College Board to set the national agenda on privacy, AI, and edtech policy through model legislation.
  • Secure bill sponsors and develop model legislative language in coordination with state GR lead, Policy and Legal teams.
  • Mobilize partner organizations to co-sponsor or publicly champion College Board's legislative efforts.
  • Drive state-level campaigns from concept to passage, including grassroots and grasstops support.
