The Materials Management Manager is responsible for leading many of the administrative and operational functions of the Materials Management Department, including oversight of staff responsible for procuring supplies, equipment and services for Kaweah Health departments. In addition, serves as liaison to all Kaweah Health departments in the evaluation and negotiation of supply, equipment and service needs.
Education Required : Bachelor's degree in business or related relevant subject area. Experience Required : At least five years of purchasing or contracting experience, preferably in an acute care hospital purchasing department or other medical-related field. Two to five years supervisory experience with an emphasis in a purchasing or contracting environment. Preferred : Supervisory experience in a hospital purchasing setting. Experience with materials management information systems, and related electronic ordering systems.
Strong negotiating and communication skills. Ability to prepare, review and evaluate specifications, bids, quotes, proposals, contracts and similar documents for appropriate terms, completeness, quality, and cost effectiveness. Ability to keep current with changes in healthcare. Ability to assess the needs of the department and produce favorable outcomes. Accurate typing skills. Knowledge regarding word processing, spreadsheet, and a windows-based operating environment is preferred.
Coordinates and supervises the functions of the Materials Management department to ensure availability and timely acquisition of materials and services throughout the Kaweah Health. Communicates the addition and deletion of supply items to clinical departments and other affected end-users. Interfaces directly with all departments in Kaweah Health to maintain the adequacy of supplies, service, and equipment levels to assure quality and fiscal objectives of the Kaweah Health. Maintains good interdepartmental and intradepartmental relationships by providing the highest level of service, management assistance and open communication. Coordinates productive hours, space, equipment and expenses as they relate to materials and services to ensure they are effectively meeting department and Kaweah Health objectives. Assists the department director in planning and preparing the annual department budget. Monitors and maintains labor and non-labor expenses within established guidelines. Identifies and recommends cost savings opportunities. Supports other Kaweah Health departments during the annual budgeting process. Solicits proposals from various manufacturers and distributors for all supplies, equipment, and service needs of the Kaweah Health, with the exception of pharmaceuticals and dietary products. Acts as the primary contact person for all vendors / distributors of materials and services that may or may not be addressed by a group purchasing organization. Maintains the vendor credentialing and management system. Responsible for maintenance of Kaweah Health supply contracts, including price monitoring, management of contract expirations / renewal, and cost analysis. Ensures that MMIS and related electronic ordering systems are updated at all times with most current contract pricing. Facilitates relationship with the Kaweah Health's group purchasing organization and monitors, evaluates, recommends and implements GPO contracts as appropriate. Assists the Director with coordinating the acquisition of supplies for the facility in emergency situations and maintains sources of emergency supply items or equipment from other health facilities and vendors. Maintains disaster plans with key supply distributors. Assists the Director with maintaining the integrity of information in the Materials Management Information System and related electronic ordering and contract management systems. Ensures system is utilized to its fullest potential to achieve accuracy and automation wherever possible. Ensures accurate pricing data. Works with Accounts Payable staff to resolve all discrepancies. Assures that procurement data is consistent with budget and general ledger transactions. Provides overall management of the savings initiatives and analysis for the Value Analysis committee and sub committees. Thoroughly vets all financial analysis prior to meetings, regularly leads Committee meetings to provide updates on the process; coordinates agendas / minutes / set-up for all committee meetings; at times leads Value Analysis meetings; ensures all applicable analysis and follow ups are complete prior to each meeting; completes post meeting follow up work to facilitate timely conversion of all approved products; and regularly provides status reports. Responsible for the evaluation and implementation of cost reduction suggestions and improvement of systems. Coordinates supply standardization. Effectively conducts negotiations, develops requests for proposal and implements contracts for products, services and equipment. Provides financial impact reports for each negotiated contract. In conjunction with the Director, hires, manages, schedules, trains, evaluates and coaches / counsels department staff. Monitors and communicates productivity and quality data to department staff. Evaluates department systems, processes and staff, and recommends changes to improve efficiency and / or quality. Implements and recommends policies and procedures. Supervises department personnel and ensures staff compliance with Kaweah Health policies and procedures. Communicates with staff daily. Assists with the development of staff through ongoing in-service education, on-the-job training, cross training and performance evaluations. Maintains a high degree of managerial competence through continuing education. Keeps informed of health care issues by use of periodicals, journals, and networking with other health care institutions. Communicates, both in writing and verbally, in a professional, effective and prompt manner with all internal and external customers. Performs other duties as assigned. Demonstrates the knowledge and skills necessary to provide care and services appropriate to the population served on the assigned unit or work area.
Pay Range
$42.10 -$63.16
