Provides leadership within a sector of the organization to ensure civil engineering subject matter, technical deliverables, transportation projects and programs are delivered with a quality that meets or exceeds industry and company standards for design, safety, and functionality. Responsible for subject matter expertise, innovation and administration, ensuring compliance with Local, State, and Federal engineering, construction, and safety regulations, and providing programmatic direction to address current and future challenges in a rapidly-changing environment.
Your Impact
- Provide proactive and strategic leadership for the civil engineering discipline and function, offering direction, expertise, and support to ensure project and work site deliverables are successfully achieved within the business sector.
- Perform engineering review of permit applications, design plans and specifications, standby plans, contracts, management plans, and periodic construction inspections to ensure compliance with applicable regulations and sound engineering practice.
- Lead larger-scale, complex civil engineering projects, oversee budgets, monitor external events, track hours and expenses, supervise subcontractors and staff, and ensure satisfactory performance.
- Assist in pursuing and developing business and executing work for current and potential infrastructure projects within the region.
- Lead technical aspects of contract negotiation, presentations, and meetings.
- Support long-term strategy, growth, and pipeline development of Civil Engineering work for WSP in the assigned area, focusing on infrastructure opportunities in planning, design, and program / construction management.
- Lead and support profitable project performance and successful completion within the specified area.
- Assist with preparation of annual updates to business tactical action plans within the specified area.
- Engage with public or private entities to discuss engineering / construction challenges and programs.
- Ensure that engineering discipline certifications and value proposition are developed and continuously improved.
- Conduct needs analyses and client value surveys to align the engineering function with business and project strategy, identifying skill gaps or risks.
- Schedule engineering discipline meetings, provide updates and recommendations to foster discipline expertise and innovation in project work.
- Represent the engineering discipline with external entities including Federal, State, and Local Agencies, Clients, Subcontractors, industry groups, and government / community entities.
- Develop and inform proposal and project scopes, timelines, pricing, and budgets; plan, develop, and manage projects in compliance with applicable codes and engineering practices.
- Interpret and summarize data to inform sound engineering and regulatory conclusions.
- Provide inputs to multi-disciplinary project teams and offer high-level strategic advice to clients.
- Develop a client base for high-level civil engineering services and identify additional business opportunities.
- Mentor staff to support growth and professional development; manage and provide performance guidance to assigned staff.
- Remain current in latest civil engineering techniques and practices.
- Collaborate with professionals from various disciplines to provide trusted-advisor services and future-ready solutions for clients.
- Exercise responsible and ethical decision-making regarding company resources, and adhere to WSP's Code of Conduct and related policies.
- Perform additional responsibilities as required by business needs.
Qualifications
Required Qualifications
Bachelor's Degree in Engineering or closely related discipline.12+ years of relevant post-education experience in engineering, civil and infrastructure design.Professional engineer license required (Guam preferred).Advanced proficiency with civil engineering principles, design / build, standards of care, and permitting issues.Advanced proficiency with infrastructure design.Strong knowledge of civil construction laws, codes, regulations, compliance practices, and record-keeping requirements.Ability to perform technical computations, interpret plans and specifications, and apply regulations.Ability to work independently and lead mid- to senior-level teams with strong QA / QC discipline.Excellent leadership and interpersonal communication skills to interact with employees at all levels.Analytical and detail-oriented with prioritization under pressure.Ability to gain cooperation from a wide range of sources, including senior management, clients, regulators, and staff.Proficiency with design software (e.g., MicroStation, AutoCAD, Civil 3D, ArcGIS, InRoads, Geopak, GeoSlope, ANSYS, STADD, HEC-RAS, HEC-HMS) and related tools.Commitment to workplace safety and compliance with WSP health, safety, drug / alcohol, and harassment policies.Flexibility to adapt to varying schedules and hours; occasional travel may be required.Preferred Qualifications
Master's Degree in Engineering.Experience in managing review and approval of documents and deliverables in a multi-project environment.About WSP
