Group Superintendent

As a GROUP SUPERINTENDENT, GS-0301-11, this position is located in an Air National Guard Wing, at the Group level under direct supervision of the group commander. The primary purpose of this position is to serve as the principal advisor to the group commander for enlisted and other operational matters. The group superintendent provides leadership and management in organizing, training, and equipping assigned airmen (drill-status, Active Guard Reserve, Title 5 employees and Title 32 dual status technicians) in subordinate squadrons to support the Air and Space Expeditionary Forces construct. This is an Air National Guard Dual Status Technician position that requires military membership, compatible military skill assignment and classification.

Duties include :

  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Advises on selection of candidates for vacancies, development opportunities, details, and reassignments; considers skills and qualifications, mission requirements, and Military Equal Opportunity (MEO) and diversity objectives.
  • Applies MEO principles and requirements to all personnel management actions and decisions; and, ensures fair treatment of all personnel in a manner free of discrimination.
  • Develops, modifies, and / or interprets performance standards.
  • Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Holds employees accountable for satisfactory completion of work assignments.
  • Appraises subordinate workers' performance ensuring consistency and equity in rating techniques.
  • Periodically reviews position descriptions to ensure accuracy and the most effective utilization of personnel resources.
  • Explains classification determinations to subordinate employees.
  • Recommends awards when appropriate and approves within-grade increases.
  • Mediates and resolves employee complaints and refers unresolved complaints to higher-level management.
  • Initiates actions to correct performance or conduct problems.
  • Effects minor disciplinary measures such as, warnings and reprimands and recommends action in more serious disciplinary matters.
  • Prepares documentation to support actions taken.
  • Identifies employees' developmental needs and provides or arranges for training (formal and on-the job) to maintain and improve job performance.
  • Promulgates self-development.
  • Administers leave program; approves master leave schedules to assure adequate coverage for peak workloads and traditional holiday vacation time.
  • Ensures education and compliance with security directives for employees with access to classified or sensitive material.
  • Recognizes and takes action to correct situations posing a threat to the health and safety of all airmen.

Requirements include :

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • U.S. citizenship is required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Federal employment suitability required and determined by a background investigation before appointment to position.
  • May be required to successfully complete a trial period.
  • Must have a valid driver's license.
  • Must be able to obtain / maintain the necessary security clearance for the position.
  • Military Assignment Requirement : Open to Enlisted members only.
  • Military Rank / Grade Requirement : CMSgt / E-9.
  • Compatible Military AFSC Requirement : 9G000.
  • This is not a cross training opportunity.
  • Applicants outside of the ORANG must submit documents showing award of AFSC such as a tech school certificate, Data Brief, vMPF rip, and / or DD214.
  • May be required to travel by car, in military and / or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • Qualifications include :

  • Areas of Consideration : Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG. Area 3 - Current service members in the Oregon ANG. Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG.
  • General and Specialized Experience Qualification Requirements : Work involves supervising or performing work requiring knowledge of the basic processes of administration, the principles and standard practices of management, and the techniques of organization, direction, coordination, and control. Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. GS-11 and above - 1 year specialized experience equivalent to at least the next lower grade level.
  • Education : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
