Job description

Human Resources Administrative Assistant

Under direction of the Director of Human Resources or Human Resources Manager, performs a variety of complex technical, administrative and clerical duties in support of the City's Human Resources Department including the areas of recruitment and selection, classification and compensation, training, employee relations, benefit administration and leaves administration; prepares processes and maintains confidential employee records and data; coordinates activities related to area of assignment; assists City staff and the general public.

Assist in the recruitment process including selection of qualified candidates, preparation of advertisements and recruitment job flyers, examination schedules and coordination of written examinations; coordinate oral board panel raters for selection panels; assist with proctoring examinations. Notify candidates at all steps in the selection process, as assigned; schedule pre-placement physical examinations and prepare required paperwork. Conduct and coordinate employee orientations for new hire employees and answer questions regarding benefits, open enrollment and other information. Process and track new benefit enrollments and changes into relative databases. Perform administrative work related to employee benefits programs that include retirement, disability, health, life, dental, vision, employee assistance program (EAP) and workers' compensation; verifies eligibility for special benefit requests including the Consolidated Omnibus Budget Reconciliation Act (COBRA). Prepare and send correspondence to individual employees regarding benefit eligibility and limitations. Respond to employee and retiree questions and complaints and work with medical insurance providers to resolve problems. Prepare leave of absence paperwork and track the Family and Medical Leave Act (FMLA), Pregnancy Disability Leave (PDL) and California Family Rights Act (CFRA) time off in coordination with workers' compensation, short-term and long-term disability claims. Support Risk Analyst in the completion of workers' compensation reports in a timely manner; acts as liaison with workers' compensation carrier; assists employees and supervisors with workers' compensation related questions, paperwork and procedures. Assist with generating and mailing liability insurance, property insurance or other insurance-related letters and notices. Process Personnel Action Forms (PAF's) and payroll changes involving employee transactions such as new hire additions, step increases, promotions, incentive pay, transfers, terminations, resignations, promotions and retirements. Ensure changes are in accordance with bargaining unit agreements and personnel policies. Ensure newly offered positions are allocated and vacant. Work closely with Payroll staff in resolving any inquiries regarding compensation and pay. Prepare exit paperwork and conduct exit interviews. Participate in special projects including training programs, engagement committee, open enrollment and other related projects and events; implement program services in coordination of other agencies or departments. Assist with research for classification and compensation purposes; assist with maintaining classification and compensation plans. Provide general administrative and technical support to Human Resources including preparing correspondence, memoranda, reports, data entry and maintains schedules and records. Receive and screen visitors, telephone calls and emails providing a high level of customer service both internally and externally. Provide information to City staff, other organizations and the public. Maintain various administrative and confidential files and purge records in accordance with the retention schedule. Process unemployment insurance applications and prepare correspondence.

Knowledge of fundamental principles, practices and procedures of human resources administration; basic functions and structure of a municipal organization; basic methods, practices, terminology and procedures used in benefits administration, payroll and conflict resolution; office procedures, methods and equipment including computers and applicable software applications including Microsoft Office products; basic principles of employee relations; methods and techniques for proper customer service telephone and in-person etiquette; position classification principles and practices; methods and techniques for record keeping and filing; equal employment opportunity principles and practices; pertinent federal, state and local laws, codes and regulations, including but not limited to FMLA, CFRA, PDL, FEHA, EEOC, ADA and the FLSA; English usage, spelling, grammar and punctuation.

Ability to perform professional level administrative and technical duties in support of the City's human resources functions; prepare clear, concise oral and written reports both narrative and statistical; understand the organization and operation of the City and outside agencies as necessary to assume assigned responsibilities; explain employment and benefit related information to all internal and external customers; exercise sound judgement and maintain confidentiality in maintaining critical and sensitive information, records and reports; maintain personnel records ensuring timely and accurate records; communicate clearly and concisely, both orally and in writing; understand and follow instructions; establish and maintain effective working relationships with those contacted in the course of work; effectively plan, organize and coordinate program activities; effectively apply the City's personnel rules, policies and practices, the various memoranda of understandings and city-wide administrative regulations; operate a variety of office equipment including computer, copier, fax and various software programs and computer applications.

Sitting or standing for extended periods. Constant use of overall vision; frequent reading and close-up work. Bending at the waist, kneeling or crouching to file materials. Frequent decision making and concentration. Position may require occasional overtime. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.
