Human Resources Manager

Responsible for performing HR-related duties on a professional level, including work of considerable difficulty that requires independent judgment with respect to matters of significance to Human Resource operations, including but not limited to recruitment, benefits administration, compensation, and leave management.
This position receives general supervision from the Assistant Director of Human Resources and exercises no supervision.
Knowledge of : Applicable Federal, state, and local rules, regulations, guidelines, policies, and procedures related to Human Resources practices, policies, and procedures. FMLA, FLSA, ADA, USERRA, Texas Civil Service, and other Federal and state regulations as they relate to employment and benefits. Employee classification, compensation and benefits, recruitment, selection, and training.
Ability to : Interpret, explain, and enforce department policies and procedures and make recommendations. Handle multiple interruptions, multitask, maintain confidentiality and discretion, follow complex oral instructions, make independent judgments, communicate effectively, and work effectively with various types of people. Operate a variety of modern office equipment safely and effectively. Develop and administer an efficient records management system. Comply with all posting and publication guidelines. Type at a speed necessary for successful job performance. Interpret and apply Federal, State, and local policies, laws, and regulations. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position may require availability to work a flexible schedule during peak times.
