Job Description

Applicants must be permanent in the Staff Analyst Civil Service Title, Hours / Schedule : 9am-5pm, Mon-Fri. The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. HRA / General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA's various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health / safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness. General Support Services (GSS), Lease Management is recruiting for one (1) Staff Analyst II to function as a Lease Analyst, who will :

  • Analyze the budget required for new leases and forward information to Lease Enforcers for review and submission to the Comptroller's office with other pertinent documents.
  • Perform monthly and quarterly budget reconciliations to determine if sufficient funds are available in each contract.
  • Review and analyzes ledger to reconcile payments.
  • Research / analyze and propose recommendations of appropriate courses of action for communications to landlords, HRA programs and other entities when work orders and program complaints are received and follow up on items not corrected within the established timeframe.
  • Follow up on outstanding lease enforcement issues to determine whether appropriate action has been taken within a reasonable period of time and update AIM with pertinent updates and information as applicable.
  • Report difficult / unresolved issues to lease enforcers, make recommendations which may include withholding lease payments, and inform facility occupants / program management about the progress being made in addressing inquires / complaints.
  • Work with the Production Control Unit to identify which work requests are HRAs' responsibility and which are landlord responsibility to properly route work orders.
  • Occasionally make site visits, within the 5 boroughs, to monitor compliance and to follow up on items not corrected within the established time frames. Meet with the building owners / representatives to determine needs and recommend improvements to the director.
  • Perform other lease management related tasks as appropriate.

Minimum Qualifications

1. A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or 2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation or fiscal management; or in a related area. Special Note : To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

  • Familiarity with Microsoft applications (Word, Excel, Outlook, etc.) and database software.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
