The Air District is currently accepting applications for the position of Manager I ( Software Development Manager ) in the Enterprise Technology Solutions Division. This is an open recruitment for one (1) full-time, exempt, management position.

About the Position

Under the general direction of the Director of Enterprise Technology Services, the incumbent is responsible for managing the in-house Software Development Team and all its functions and projects. The incumbent must possess a thorough understanding of project management, agile software development principles, and best practices and have the expertise to successfully manage not only day to day agile development but a portfolio of multiple complex software development efforts simultaneously in cooperation with other technology teams and business partners.

The Software Development Manager is responsible for effective leadership of software development, DevOps, management, policy development and maintenance, and delivery of all assigned software development services. Responsibilities include overseeing the full software development lifecycle, including requirements gathering, design, development, testing, deployment, and maintenance of software applications. The role involves managing software development projects, ensuring adherence to best practices and industry standards, and implementing efficient testing, and DevOps processes through assistant managers. Additionally, the incumbent is responsible for code quality assurance, version control, continuous integration / continuous deployment (CI / CD),and the seamless integration of new features and updates. Given the dependencies between these systems and the services offered by the organization across various lines of business and internal technology teams, the Software Development team provides critical support to the success of the organization and its mission by ensuring efficient, collaborative, and strategic use of software development services offered by the Information Services Division.

Key responsibilities include :

  • Formulating and implementing software development strategies.
  • Developing and managing contracts, budgets, and procurements; hiring, training, and mentoring staff.
  • Creating and implementing / improving operational support processes.
  • Creating and sustaining meaningful and positive customer interactions.

Examples of Duties for this Position

Receives and collaborates to prioritize requests for computer applications development and directs the development and implementation processes.

Continually analyzes the agile software development process to continual improve efficiency and reduce re-work.

Develops and implements goals, objectives, policies, procedures, and work standards for the Managed Software Development section.

Resolves service complaints received from user departments and implements corrective action with staff; monitors operating condition of Air District's information systems to assure efficiency.

Organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects and trains staff and provides for their technical and professional development.

Confers with District management regarding information systems services requested and delivered; develops long and short-range plans, including hardware and software upgrades.

Conducts or directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations; prepares a variety of periodic and special reports regarding department activities.

Coordinates and directs the preparation of requests for proposal and contracts for technology services; orders and approves payment for computer equipment and / or services.

Monitors developments and legislation related to information systems matters; evaluates their impact upon District operations and recommends and implements equipment, policy and procedural improvements.

Directs the maintenance of and maintains accurate records; prepares clear and concise reports, correspondence and other written materials.

Analyzes issues, prepares and presents reports and recommendations regarding technical and policy issues to the Board and various committees and other groups.

Analyzes and reviews local, state, and federal legislation to determine its impact on the Air

District.

Responds to requests for public information regarding the Air District's policies,

procedures, and operations.

Represents the Air District and assists management as assigned.

Performs other related duties as assigned.

Minimum Qualifications

The items listed below are the minimum requirements for this classification.

Bachelor's degree from an accredited college or university in a job-related field and four

years of professional level work experience of which at least two years at a lead level

managing projects. Some positions may require specialized training, education, and

experience.

Any equivalent combination of education and experience that provides the necessary

qualifications to successfully perform the duties of the position will be considered.
