Performs budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies.
Plans, performs budget formulation, justification or work involving preparation of detailed analyses of annual and / or multi-year budget estimates for all command organizations / programs into a consolidated budget request.
Performs budget impact analyses of programmatic adjustments to future budget years in the FYDP (Future Years Defense Program).
Provides advice, assistance, and guidance on budget policy and related information.

Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Incumbent shall comply with the requirements of this certification program.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, laws and regulations which apply of budgeting and / or financing; and the financial management and budgetary relationships between subordinate and most senior levels of financial management and budget within the employing entity and / or between the organization and programs of other Federal, State, and local governments, private industry, and large public organizations sufficient to analyze large and complex programs, interpret and assess impact of new and revised congressional legislation on formulation and execution of budgets.
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
