This is a senior-level internal audit position within the Department of Health's (Department, DOH) Office of Inspector General (OIG). The position reports to the OIG's Director of Auditing. The position primarily performs complex internal audit engagements of DOH contracts with various internal and external entities and programs. Specific duties of the position include the following :
Applicants must have a history of planning, preparing and conducting audits of internal programs and processes related to a governmental agency. Applicants must have a history of preparing lengthy written reports to be published for the public. Applicants should be comfortable talking to all Department staff, ranging from entry-level positions to senior management, and contractors and subcontractors of the Department. These interactions should be conducted in a professional manner at all times. The incumbent in the position should be able to maintain an independent and impartial attitude when conducting audit related engagements; have a strong, self-motivating work ethic; good organizational skills; be able to manage multiple projects simultaneously; and perform work responsibilities independently and free from bias or outside influence.
The incumbent must possess :
Minimum A minimum of three years of experience managing contracts and / or auditing contracts with a private and / or government entity. A degree in accounting and / or business from an accredited institution of higher learning may substitute for experience. Contract managing experience, if applicable, must include extensive involvement in the contract management process, including financial analysis, thorough assessment of compliance with contract terms and deliverables, and on-site reviews / visits, among others. Contract auditing experience, if applicable, must include planning, conducting, and reporting on audits that assess compliance with applicable regulations and / or contract terms, financial analysis of documentation and records maintained and provided by a contracting entity, and assessment of controls related to the services and deliverables provided by a contracting entity, among others. Applicants must have good writing skills, verbal communication, listening skills, logical and critical thinking, and analytical skills. Preference will be given to applicants who : Have specialty skills in data analysis and data analytics software, performance review, process analysis and evaluation. Possess professional accounting / audit related licenses or certifications. Can provide examples of published audit reports with findings and recommendations. Have experience with electronic workpaper documentation systems and cross-referencing.
An active Florida Certified Contract Manager certification and maintain the certification, in good standing, during the duration of employment in this position. Incumbent must obtain, at a minimum, the necessary continuing professional trainings required to maintain the Florida Certified Contract Manager certification, along with all continuing education hours required of the Principles and Standards for Offices of Inspectors General and any other certifications held by the incumbent and any profession-specific standards utilized during a project / engagement. An active certification from at least one of the following organizations : Florida Board of Accountancy, Institute of Internal Auditors, Association of Inspectors General, Association of Certified Fraud Examiners, or Information Systems Audit and Control Association.
