Manager - Accessibility Services

Salary range is $83K to $165K with a midpoint of $124K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including :

We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.

General Purpose :

Under general direction, plans, directs, and manages the Agency Accessible Services program; serves as the agency Americans with Disabilities Act (ADA) compliance officer for services and facilities; and supervises staff and contractors needed to support on-going management of the programs.

Essential Functions :

  • Plans, directs, coordinates, and reviews Accessible Services work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Manages the workflow and prioritization of accessibility projects and takes appropriate corrective action when necessary; provides advice and counsel on ADA issues to staff.
  • Serves as the Agency's designated Americans with Disabilities Act Compliance Officer for service and facility issues. Manages the Agency's Accessible Services Program including; provision of services to riders with disabilities; review of facility design for compliance with federal, state and local accessibility laws and regulations, and responding to customer and regulatory agency inquiries about the program.
  • Provides support and oversight to the Citizens Accessibility Advisory Committee (CAAC).
  • Ensures regular facility ADA compliance inspections; submits and monitors maintenance work orders.
  • Provides support to the department and others on ADA matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

  • Minimum Qualifications :

    Education and Experience : Bachelor's degree in Public Administration, Human Services, Special Education, Transportation Management, Engineering, or related field. Five years of experience in areas including application of the ADA in public transit, transportation facilities, public design, engineering, architecture, or constructions; interpreting and applying the ADA Accessibility Guidelines; experience in public administration and / or transportation planning; experience working with people with disabilities, including providing accommodations; Or an equivalent combination of education and experience. Three years of leadership, budgetary, planning, and workforce management experience.

    Preferred Licenses or Certifications :

  • ADA Coordinator Training Certification.
  • Required Knowledge and Skills :

  • Extensive knowledge of ADA compliance for services and facilities including components of ADA and Section 504; knowledge of ADA Accessibility Guidelines, ANSI and IBC accessibility standards, state and local accessibility laws and codes.
  • Knowledge of principles guiding application of reasonable modifications under the ADA.
  • Transportation demand management skills relating to provision of paratransit services.
  • Federal, state, and local laws and regulations such as Americans with Disabilities Act, federal and state legislation on use of park-and-ride facilities by charter bus companies, FTA guidelines relative to use of facilities built with federal grant funding.
  • Experience working with executive management, elected officials, governmental organizations, public boards, and community organizations.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
  • Knowledge of public transit operations and support areas such as facilities maintenance, customer service, and parking management.
  • Industry codes, standards, and certifications.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Determining and implementation of reasonable modifications; transportation planning, transportation demand management.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Strong analytical and problem-solving skills.
  • Identifying and responding to sensitive community and organizational issues, concerns, and needs.
  • Interpreting and applying applicable federal, state and local policies, laws, and regulations.
  • Responding to inquiries through effective communication.
  • Working cooperatively with other departments, Agency officials, and outside agencies.
  • Developing and monitoring departmental and program / project operating budgets, costs, and schedules.
  • Preferred Knowledge and Skills :

  • Reading and understanding design documents including architectural and engineering plans.
  • Physical Demands / Work Environment :

  • Work is performed in a standard hybrid office environment.
  • This role is required to be in office at least three days a week to attend meetings and station visits when requested.
  • Position includes 24-hour on call program and weekend / night shifts; position is responsible for providing support service hours that can occur outside of normal working hours.
