Job description

Learning And Development Manager

The Learning and Development (L&D) Manager will strategically design, implement, and evaluate and oversee training programs to enhance employee skills, performance, and career growth. Key responsibilities include needs assessment, budget management, creating diverse learning solutions (like e-learning and workshops), and use of a learning management system to measure impact and foster a culture of continuous learning. Essential skills for this role are instructional design, project management, data analysis, and strong communication.

Essential Duties

  • Develop and implement overall learning strategies that support business objectives and enhance workforce capabilities.
  • Create comprehensive training plans and materials for diverse learning methods, including in-person workshops, e-learning, leadership development, and mentorship programs.
  • Identify organizational and individual skill gaps through various methods to inform the development of targeted training programs.
  • Design and generate training information to respond to department and individual requests for training reports.
  • Effectively develop, maintain and monitor the County's training and staff development budget to ensure training costs do not exceed allocated funds. Compile data, such as instructors' wages and equipment costs, and analyze past and current year training requirements to prepare budgets and justify expenditures.
  • Oversee the delivery of training initiatives and ensure the effective use of learning technologies and platforms, such as the learning management system (LMS).
  • Stay informed about industry trends and new learning technologies, incorporating innovative approaches like gamification and blended learning.
  • Work closely with HR colleagues, department heads, and senior leadership to ensure alignment of learning programs with company goals.
  • Design and distribute communications regarding training programs and initiatives.
  • Oversee the administrative aspects of training programs, including vendor and program contracts, employee record keeping processes, and notifications.
  • Conduct and analyze surveys, assess information from focus groups, and monitor supervisor and participant evaluations in training programs.
  • Measure the effectiveness and impact of learning programs on employee performance and organizational outcomes.
  • Facilitate training and maintain records for county-required harassment training program.
  • Research and select outside consultants and trainers to conduct training on specific topics.
  • Maintain the County's Training Partnership Strategic Plan with area universities.
  • Oversee and conduct new employee orientations.
  • Perform other duties, tasks, and special projects, as required.

Qualifications / Preferred Skills, Knowledge & Experience

  • Bachelor's degree in education, instructional design or related field
  • Minimum of five years of job-related experience in designing, managing and evaluating training programs in an adult learning setting, with at least two years of active, direct training experience.
  • Proven ability to lead and motivate others and contribute to organizational growth. Exhibits sound and accurate judgement, and demonstrates the ability to make firm, unbiased decisions.
  • Excellent verbal and written communication skills for conveying information, collaborating with stakeholders, and interacting with employees across many different levels.
  • Ability to create effective and engaging learning experiences and instruct and / or facilitate large group programs.
  • Proficient in analyzing data to assess program effectiveness and identify areas for improvement.
  • Excellent project management, organizational, and time management skills. Must be flexible and capable of completing multiple tasks and projects.
  • Experience in the design and development of training programs.
  • Familiarity with learning management systems (LMS), authoring tools, and various multimedia training platforms.
  • General understanding of Human Resource guidelines.
  • Ability to develop and evaluate budgets and spreadsheets.
  • Contract management and negotiation skills helpful.
  • Easily adapts to changes in the work environment.
  • Ability to work independently or as part of a team.
  • Ability to follow protocol, manage, and resolve irregular problems.
  • Ability to use common sense understanding to carry out written and verbal instructions.
  • Exhibits a strong work ethic and a willingness to learn new tasks.
  • Professionalism, integrity, and honesty with an ability to handle confidential matters.
  • Preferred Skills, Knowledge & Experience :
  • Master's degree in education, instructional design or related field.
  • Seven or more years of job-related experience with the strongest preference for roles in education and local government.
  • Knowledge of volunteer and non-profit organizations for prospective partnerships.
  • Knowledge and understanding of Chester County policies and procedures.
  • Additional Information

    Relevant background checks and any other assessments or evaluations will be conducted after an employment offer is made, according to County policy. Computer Skills : Microsoft Outlook and Teams, PeopleSoft HR skills and / or the ability to effectively learn PeopleSoft, Microsoft Project skills. Physical Demands : While performing the duties of this position, the employee is frequently required to stand, walk and sit. Occasionally, employee will need to drive to and from different locations. The special vision requirements for this position are needed for the evaluation of training programs : Close vision (clear vision at 20 inches or less), Distance vision (clear vision at 20 feet or more). Work Environment : The noise level in the work environment is usually quiet to moderate. Other : Ability to work extended hours or weekends. Active driver's license and use of a personal vehicle required to visit county locations. This position requires constant management, supervision and evaluation of outside trainers, instructors, and administrators of the programs. This job includes management of several large partnership contracts.
