DEFINITION
The Human Resources Information and Technology Specialist is primarily responsible for the management and supervision of Human Resources-related information and technology. The incumbent is responsible for coordinating and providing a broad range of human resources services for Norfolk Public Schools including but not limited to : human resources information support (HRIS); personnel transaction management; recruiting, screening, and recommendation of certain part-time hires; staff development; serving as the liaison between the Department of Human Resources and various other departments; analyzing and synthesizing data to prepare a variety of district, state, and federal reports; reviewing district, state, and federal policies and making recommendations as requested; managing the training for and implementation of the division-wide teacher evaluation, applicant tracking, and absence management platforms.
SUPERVISION
Work is performed under the general direction of the Chief Human Resources Officer. The incumbent is expected to refine and develop his or her own work routine and carry assignments to completion independently. The incumbent's work is reviewed in terms of efficient and effective operations of the department and compatibility with established goals, objectives, policies, regulations, and laws. Supervision is exercised over assigned staff as required.
DISTINGUISHING CHARACTERISTICS
This job class is assigned only to the Department of Human Resources. The specialized responsibilities of this class distinguish it from other administrative positions within the department.
ESSENTIAL FUNCTIONS OF THE CLASS
- Serves as the technology and HRIS data liaison between the Department of Human Resources and various other departments.
- Facilitates system upgrades and modifications.
- Assists end users in developing reports and queries.
- Audits database integrity and serves as a primary contact to troubleshoot problems and resolve functional system questions.
- Plans and executes all major processes and functions related to HR data in MUNIS.
- Reviews, analyzes, evaluates, and manages information systems specific to the Department of Human Resources including Absence Management, TalentEd Perform, TalentEd Hire, and MUNIS.
- Manages the timely posting of all job announcements.
- Writes programs and reports in response to information requests from internal and external sources.
- Resolves problems concerning coding and pay by communicating with payroll and human resources personnel.
- Trains new and existing human resources employees in the use of HR-specific technology as assigned.
- Serves as the Department of Human Resources representative for internal and external technological meetings.
- Coordinates and generates the regular and supplemental School Board personnel dockets.
- Updates and maintains salary tables according to School Board-approved budget data.
- Serves as the primary liaison between the Payroll Department and Human Resources Department regarding employee pay.
- Performs advanced duties associated with personnel transactions.
- Compiles comprehensive employee information, initiates coding systems, and maintains personnel files.
- Calculates and processes salary increases for contract printing.
- Administers the re-election process by determining an employee's active or inactive status, reviewing new pay rates, and ensuring pay rate tables are accurate.
- Responds to a variety of local and state information requests.
- Conducts specialized personnel research and provides information as required.
- Maintains the Department of Human Resources' website.
- Responds to inquiries from administrators and current and prospective employees.
- Researches, schedules, and attends appropriate external recruitment events.
- Recruits, screens, recommends, and coordinates the onboarding of certain part-time hires.
- Assists with screening and interviewing of other applicants as assigned.
- Administers the intent process by ensuring intent notices are electronically distributed and results cataloged.
- Ensures the Norfolk Public Schools Employee Handbook is current based on laws, policies, regulations, and guidelines.
- Plans, designs, and executes staff development related to employee evaluation systems.
- Tracks, analyzes, and synthesizes data related to employee evaluation systems.
- Facilitates teacher recognition events as assigned.
- Performs related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of practices of school personnel administration, employment interviewing strategies, and Virginia School Law.Thorough knowledge of the general organization and function of a public school system.Ability to conduct professional interviews and deliver articulate reports.Ability to utilize a variety of computer technology hardware and software applications.Excellent interviewing, supervision, data collection, and report writing skills.Ability to maintain records and prepare complex reports.MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS
Master's degree in educational administration and considerable experience in educational administration or human resources management.
LICENSE / CERTIFICATION
Postgraduate professional certificate / license with endorsement in education and in administration and supervision is preferred.
