HPD is entrusted with fulfilling these objectives through the goals and strategies of "Housing Our Neighbors : A Blueprint for Housing and Homelessness," Mayor Adams' comprehensive housing framework. The administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion, the largest in the city's history.
Your Team
The Division of Building and Land Development Services (BLDS) leads the agency's effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to HPD's Office of Development. BLDS is the largest division within the Office of Development with over 120 staff across seven units : the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, the Environmental Planning Unit, the Policy Unit, and the Program Management Unit.
Your Impact
As a Supervisor of Construction Services for New Construction Programs, you will supervise staff who oversee and monitor the construction activities for HPD-financed projects as part of the Mayor's Strategies for "Housing Our Neighbors" and ensure construction quality and safety at HPD-financed sites.
Your Role
The ideal candidate should have a background in Construction Management, Architecture, Engineering, or a related field, and possess a thorough understanding and strong knowledge base of New York City building and construction codes, as well as Federal, State, and City housing codes and regulations.
Your Responsibilities
Supervise staff that routinely perform field work and assist in monitoring the construction progress of multiple projects simultaneously, ensuring work is completed in a cost-effective and timely manner in accordance with the approved contract documents and applicable design and construction codes and regulations.Oversee or assist in the oversight of the rehabilitation and / or new construction of multi-family projects located within the five boroughs of New York City.Knowledge of construction contracts and documents, scheduling, site safety, cost and controls.Perform difficult technical work in determining the need for and feasibility of construction work and monitor private contractors / vendors carrying out new construction, rehabilitation, repairs, alterations, and / or structural maintenance work.Preferred Skills
Excellent trade base knowledge and familiarity with New York City government and housing issues.Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.Qualification Requirements
A four-year high school diploma or its educational equivalent and five years of full-time satisfactory experience managing and / or inspecting one or more construction projects with a total cost of at least $300,000 in each of the five years; orA baccalaureate degree in a relevant field and one year of the experience described above; orA valid professional engineer, registered architect, or registered landscape architect license and one year of the experience described above; orA combination of education and experience to total five years, with substitution rules as described (30 semester credits = 1 year of experience, up to three years).Note
A Motor Vehicle Driver License valid in New York may be required for certain assignments and must be maintained if required. Only candidates serving permanent in the title or comparable title will be considered.
