Job Description

The Squaxin Island Tribe is seeking a creative, dynamic and experienced economic development professional to take Island Enterprises Inc. (IEI) to the next level as its Chief Executive Officer. The Squaxin Island Tribe and IEI are located in Kamilche, in Western Washington. Revenue generated from the enterprise activities provides funds to support education, health care, public safety and other essential services for Squaxin Island tribal members.

ISLAND ENTERPRISES INCORPORATED

Island Enterprises Inc. (IEI) is the economic development arm of the Squaxin Island Tribe. IEI, its affiliates, and subsidiaries operate a seafood company, engaged in production, processing and wholesaling; a chain of gas and convenience stores; a wholesale tobacco distribution company; cannabis production, processing and retailing; and hospitality. IEI is dedicated to the development, acquisition, and attraction of economic ventures that will enable the Squaxin Island Tribe to continue on its path of self-sufficiency and self-governance and diversify funding sources for tribal services.

POSITION SUMMARY

The Chief Executive Officer (CEO) of Island Enterprises Inc. is responsible for leading IEI business development efforts, developing a strategic plan with measurable targets to achieve stated goals, leadership development and providing expertise and direction to the management of all of Tribal enterprises operating under IEI. The primary focus would be in the areas of new business development, strategic and business planning development and execution, human resource development, team building, financial and operations management and reporting. The CEO provides effective leadership and vision for IEI to grow responsibly in a profitable and sustainable manner. The position will regularly interact and collaborate with Squaxin Island Tribal Council, Squaxin Island Government Administration leadership, Little Creek Casino Resort leadership, Skookum Creek Tobacco leadership, Squaxin Island community members and other local, state and federal economic development agency personnel.

The CEO has full responsibility for the essential functions and daily operations of the IEI corporate office and enterprises in accordance with IEI vision, strategic plan, operating / business plans and annual budgets as approved by the IEI Board and Squaxin Island Tribal Council.

The approval of the Board shall be required for all significant decisions that are outside of the ordinary course of IEI business, including major financings, acquisitions, dispositions, budgets and capital expenditures. The CEO is responsible for the success of the company.

ESSENTIAL FUNCTIONS

The listed functions are only illustrative and are not intended to describe every function that may be performed by this position. The omission of specific statements does not preclude the Board or the Council from assigning specific duties not listed, if such duties are logical to the position.

Business / Enterprise Management

  • Develop and implement an annual IEI business plan, which includes the business plans of the individual IEI enterprises, operational requirements, organizational structure, staffing, and budgets.
  • Direct, coordinate, supervise, coach and evaluate enterprise and senior management, responsible for development and correction as needed.
  • Focus on existing enterprise(s) under IEI to optimize profit and expand market and revenue generation.
  • Identify and investigate opportunities for new enterprise operations or to change the scope of current enterprises and participate in related negotiations or internal decision process as necessary.
  • Identify investment opportunities; direct the selection, administration and management of all new economic development projects that will ensure IEI and Squaxin Island Tribe returns; Conduct due diligence with all investment opportunities and make supported recommendations to the Board.
  • Develop and implement company policies and procedures; organizational structure; and Annual Operating Plans as defined by IEI policies.
  • Maintain comprehensive, current knowledge of applicable laws and regulations (Tribal, State and Federal); and awareness of trends and advances in governmental sectors, business areas and economic market in both the short and long term. Attend conferences, workshops and training sessions as appropriate.
  • Prepare grant and funding applications for implementation of economic development projects; coordinate with the IEI Board, CFO and other key staff to identify sources for funding new business opportunities including state and federal programs.
  • Assist and advise enterprise management in day-to-day operations; preparation of operating reports, budgets, business plans and direct remedial action where necessary.
  • Create a work environment in which the staff at all levels take ownership and pride in their contributions to IEI through implementation of established corporate and individual goals and objectives.
  • Advise and participate in regular financial and operational meetings including but not limited to Board meetings, Tribal Council meetings, company committee meetings and community meetings; make presentations when necessary.
  • Stay current on all regulatory matters involving enterprises.

Financial / Risk Management

  • Plan, direct, coordinate and ensure appropriate financial, procurement, investment and budgetary policies for IEI and its enterprises are in place, maintained and disclosed.
  • Establish and maintain proper controls and systems to identify and manage business risks.
  • Establish and maintain internal controls over financial reporting, corporate expenditures, budgets and project performance through appropriate policies and procedures.
  • Communication

  • Effectively and regularly communicate with the IEI Board, and provide proper documentation regarding financial standing, project performance, opportunities, and issues to assist them in fulfilling their responsibilities and statutory obligations.
  • Act as the main point of contact with the Tribal Council, reporting monthly to the Council on the status of IEI and its subsidiaries.
  • This position is required to work closely with the Little Creek Casino  and the Skookum Creek Tobacco enterprise in order to ensure cross marketing of all businesses.
  • Strategic Planning

  • Develop strategic plans for IEI in conjunction with the IEI Board of Directors and Squaxin Island Tribal Council, with appropriate input from Tribal and IEI stakeholders, which includes short and long-term planning, measurable targets, investment criteria, resource identification and business development strategies to meet plan goals.
  • Ensure the implementation of the Strategic Plan and provide reports regarding progress and / or deviations of the Strategic Plan to the Board and Council within the established reporting schedule.
  • Leadership and Relationships

  • Foster a corporate culture that promotes ethical practices and social responsibility; encourages individual integrity and maintains a positive and ethical work climate that is conducive to attracting, retaining and motivating top-quality employees at all levels.
  • Serve as the principal liaison for IEI on behalf of the Board, including effective management of relations and communications with internal and external stakeholders such as Squaxin Island Tribal Membership, surrounding communities in which IEI operates, clients, creditors, suppliers, the media, governments, other outside agencies and the general public.
  • MINIMUM QUALIFICATIONS

    An individual must be able to demonstrate the ability to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required

    To perform this job successfully, an individual must meet the following minimum requirements :

  • Bachelor's degree in Business Administration, Accounting, Finance, Law or a closely related field; and ten years demonstrated successful experience in a progressively responsible management position, tribal management or corporate management experience; and at least five years in a senior leadership capacity.
  • Prefer an Advanced degree from an accredited university such as MBA, PhD, or JD

  • Demonstrated successful experience in leading Tribal economic development, including knowledge of funding resources, professional organizations, contracting and proven business development strategies.
  • Must have proven experience building trusting relationships with employees, corporate teams, partners, vendors and other tribal entities.
  • Must have proven experience directing and effectively communicating with employees in various lines of business and locations.
  • Successful working experience in Indian Country.
  • Demonstrated capability to interface and maintain effective relationships with the IEI Board, Tribal Council, outside agencies, governmental and program partners, departments and employees in a team-oriented environment.
  • Ability to read, analyze and interpret various reports and documents, including financial records and legal information.
  • Must have the ability to plan, coordinate and direct staff engaged in various professional, technical and clerical functions.
  • Must have excellent English writing, oral, presentation and communication skills.
  • Knowledge, understanding and ability to work with and promote Native American culture, language, traditions and communities.
  • Highly proficient skills with computers, Microsoft software programs, internet, mobile technology and other office equipment.
  • Ability to pass an extensive background investigation, including but not limited to personal and professional financial history, nationwide criminal record search, and other relevant background information deemed necessary by the IEI Board and Tribal Council.
  • Ability to pass a pre-employment drug screen and possession of current driver's license.

    COMPENSATION

    Annual compensation for this position will depend upon candidate qualifications, and possibly include additional incentives for achievement of performance measures. Tribal employment includes a health care package, retirement, and vacation benefits.
