Job descriptionManages transportation and roadway improvement-related capital improvement projects. Uses initiative, skill, knowledge, and independent judgment to manage and direct transportation and roadway design methods, requirements, and investigation of alternatives during design. Manages studies, design work, and construction inspection services of outside consultants including scope, development, contract management, supervision, and coordination of consultant's technical design and analysis, reviewing and approving consultant's work and requests for payment. Implements the Complete Street Policy. Prepares and coordinates annual update of 5-year and 20-year Roadway & Storm Drain Capital Improvement Plan and associated Financial Plan. Manages inter-local infrastructure improvement program agreements with cities and other agencies. Coordinates with other jurisdictions, contractors, agencies, and designers to resolve problems. Manages signal, sidewalk, bicycle, and traffic calming programs including data collection and post-processing. Tracks program and project costs. Manages review of development applications for transportation requirements. Manages analysis and studies to include circulation, capacity, level-of-service, striping, signal timing, and traffic control warrants. Makes hiring recommendations, trains and manages assigned staff including professional and graduate engineers, conducts performance evaluations, and addresses disciplinary problems in accordance with best practices in leadership and people management. Manages Class B roadway program and municipal storm drain program. Tracks program and project costs. Represents the company at public meetings. Presents expert testimony at legal proceedings as required. Resolves citizen complaints by investigating, determining solutions, and following through. Provides technical engineering expertise, determines resolutions and solutions to complex engineering problems, develops engineering standards and recommends adoption. Principles of personnel administration, effective manpower and equipment utilization Effective planning and decision-making techniques Public relations concepts and principles Project planning and budgeting, cost estimating and evaluation, engineering design and construction, engineering mathematics, hydrology, hydraulics, and storm water quality and regulations Research procedures and methodologies Contract and grant administration, including funding source identification Concrete and steel design Soil Mechanics Principles of land surveying and survey equipment Local, State, and Federal statutes and ordinances Ability to read and interpret complex engineering plans Principles of departmental budget management, project management and cost control Advanced experience with computers, including hardware and software. Advanced computer experience including AutoCAD Civil3D, ESRI ArcGIS Pro Develop capital improvement plans for roads, highways, parks and storm water systems. Ensure compliance with standards, codes, regulations, and ordinances. Ability to attend to details while keeping big-picture goals in mind. Ability to set priorities and work independently or in a team environment as needed. Ability to independently manage increasingly complex projects. Ability to communicate effectively both verbally and in writing. Skills in organizing and maintaining records, analyzing data, working on and tracking multiple assignments. Demonstrated ability to meet required deadlines. Ability to perform effectively in highly stressful situations. Ability to establish and maintain trust and effective working relationships with elected officials, managers, employees, other agencies, with the public and with individuals of various social, economic, and ethnic backgrounds. Creative problem-solving skills to gather relevant information to solve less well-defined practical problems. Highly proficient in AutoCAD and Bluebeam as well as software applications used in project analysis and reporting. Ability to follow written and verbal instructions. Skills to formulate alternative solutions and make appropriate recommendations. Ability to build trust in skills, knowledge, and abilities with stakeholders. Must be able to attend evening meetings and some weekend events. This position requires work in a wide variety of conditions, from a typical office setting to field work in all types of weather and terrain, including walking on uneven, rocky terrain in hot, muddy or wet weather. While performing the duties of this job, the employee is frequently required to sit, walk, move, talk, and hear. The employee is occasionally required to use hands to finger, handle, feel objects, tools, or controls; and reach with hands and arms. Must have the physical ability to raise and lower oneself into and out of various construction site environments. The employee must occasionally lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
We are looking for an Assistant City Engineer to work under the general supervision of the Director of Engineering, to manage and analyzes roadway and transportation design projects, roadway and the transportation development review program. This position will work closely with many cities, towns, and citizens, thus requiring someone with utmost professionalism and integrity. The ideal candidate will seek a position that provides diversity in project type and the chance to positively impact their community.
MINIMUM EDUCATION QUALIFICATION :
- Bachelor's degree from an accredited college or university in Civil Engineering or other closely related field.
- Current State of Utah Professional Engineer (PE) license or if licensed in another state, the ability to become licensed with six (6) months of hire.
- Four (4) years of post-license experience of which two (2) years managing increasingly complex projects or in a management capacity.
Special Requirements : Must possess a valid and unencumbered driver's license.
