DMH Quality & Accountability Director

Overview

The Vermont Department of Mental Health (DMH) is seeking a dynamic and experienced leader to serve as the Director of Quality and Accountability. This position is responsible for providing strategic leadership and oversight to the Department's Quality and Statistical teams, with a focus on advancing quality, performance improvement, planning, and evaluation initiatives across the Department and the mental health services it oversees, including both community-based and inpatient settings.

Key responsibilities include leading the implementation of value-based payment models, performance-based contracting, and results-based accountability frameworks. The Director will also manage grant-related activities and develop robust systems and protocols to enhance quality and accountability, including supporting the development of a framework for Certified Community Based-integrative Health Clinics (CCBHCs).

A central aspect of this role is leveraging data to drive decision-making. The Director will oversee the identification, collection, and analysis of departmental data needs, utilizing tools such as Power BI, and ensure that data is effectively used to support reporting requirements to the Vermont Legislature and federal partners.

The ideal candidate will have demonstrated experience in data-informed systems improvement, performance measurement, and software implementation. They should be a forward-thinking leader capable of fostering high-performing teams and promoting innovation across the organization.

This is a hybrid position with flexible scheduling to support work-life balance. Occasional in-state travel is required to engage with community agencies, stakeholders, and advocacy groups.

Environmental Factors

Duties are performed primarily in a standard office setting. Frequent travel to attend provider and public meetings requires that private means of transportation be available and may entail some work outside of normal office hours. Frequent interaction with governmental staff, service providers, consumers and families may involve conflict and strong feelings and require the ability to facilitate meetings toward productive ends.

Minimum Qualifications

Master's degree in business administration, health care administration, human services field AND two (2) or more years of administrative and / or operational experience at a supervisory level in a healthcare or mental health setting or comparable regulatory environment INCLUDING quality improvement, planning and evaluation.

OR

Bachelor's degree AND four (4) or more years of administrative and / or operational experience at a supervisory level in a healthcare or mental health setting or comparable regulatory environment INCLUDING quality improvement, planning and evaluation.

Preferred Qualifications

Reviewer experience for a national accreditation organization (CARF, JACHO)
