Your Specific Responsibilities :

This is a lead professional position responsible for assisting the Environmental Administrator with management of the county-wide Onsite Sewage Treatment and Disposal System (OSTDS) Program. The position is responsible for coordinating field assignments with staff and will serve as assistant trainer for the OSTDS program providing staff proper procedures for Issuing permits, inspections, knowledge of soil types, and use of equipment and legal aspects of enforcement. Will assist the Environmental Administrator in making vital field decisions pertaining to the OSTDS program, review plans, evaluate, and make recommendations for the design of proposed and existing residential and commercial OSTDS; recommend issuance or denial of permits and prepare provisos and restrictions. Meet with property owners, engineers, and developers to facilitate design changes. The position is responsible for the regulating, coordinating, permitting and inspecting of regulated industries within the OSTDS Program : Industrial / Manufacturing Zoned Facilities (IMZs), Septage Stabilization facilities, Portable Toilet distributors, Septic Tank Manufacturers, and Aerobic Treatment Units (ATUs) / Performance Based Treatment Systems (PBTSs). This position is also responsible for conducting a comprehensive OSTDS Program as specified in Florida Administrative Code (FAC), Chapter 62-6. Coordinates septic tank contractors’ meetings, public education, and other forms of community outreach pertaining to the OSTDS program. Daily work is performed independently with limited supervision by the OSTDS Environmental Administrator.

Determines OSTDS daily workload by reviewing all incoming applications for new, existing, repair and modification construction permits and distributes workload among OSTDS staff. Provide field assistance to OSTDS staff as needed to provide soil evaluation confirmation or to assist with client / contractor issues upon request. Reviews applications for individual OSTDS. Conducts site evaluations and performs soil log analysis on individual lots to determine soil characteristics, water table elevations, topographical conditions, and establishes benchmark locations as necessary. Determines size and construction characteristics of OSTDS for residential and commercial facilities with capacities as per Chapter 62-6 FAC. Prepares permits for new construction, repair, existing, modification, and abandonment of OSTDS. Issues denial letters and conducts inspections of system construction. Assists other field personnel to address problem areas. Reviews permits and letters prepared by other staff for correctness. Responsible for all assigned IMZ / commercial facilities in Duval County. Utilizes various databases to locate unpermitted facilities in Duval County and notifies facilities about permitting requirements. Reviews applications for IMZ / commercial OSTDS to determine if facilities comply with Chapter 62-6 FAC and whether an Annual Operating Permit will be required. Maintains an IMZ / commercial facility permit list in order to keep track of required annual inspections. Performs annual inspections of permitted facilities to ensure compliance with Chapter 62-6. Maintains files on each permitted establishment and each file should include an application, business survey, correspondence, enforcement documentation and all inspections performed by the Department. Determines size and construction characteristics of OSTDS for IMZ / commercial facilities with capacities as per Chapter 62-6 FAC. Maintains a facility list in order to track required inspections. Responsible for all facility files and documentation per DOHM 150-4 Section IV, Chapter K.

Coordinates septic tank contractors’ meetings, public education, and other forms of community outreach pertaining to the OSTDS program. Attends travel related training assignments and professional meetings. Provide OSTDS staff training as needed to ensure all applicable statutes, rules, policies and procedures are followed. This position requires a valid driver's license and a four-wheeled vehicle to accomplish travel.

Public Health Competency Domain 2 : Policy development / Program skills

Position is responsible for completing all required reports including Daily Activity Report, leave and attendance, mileage, and itinerary sheets. All inspections require travel related duties.

Performs all assigned duties during disaster drills or actual disaster occurrence.

Required Knowledge, Skills, and Abilities :

Knowledge, skills and abilities, including utilization of equipment, required for the position :

Maintains a valid State of Florida Driver License and has access to a four-wheeled vehicle. Utilizes all OSTDS field equipment : Munsell Soil Color Book, six-foot auger with appropriate soil auger bucket, six-foot tape measure, 100-foot tape measure, level, probing rod, laser level with stadia rod, soil survey of Duval County, engineer scale ruler, mobile phone, dye, etc. Must have a good understanding of all applicable Florida Statutes and Administrative Codes.

Qualifications : Minimum :

Valid Driver License

Experience communicating or educating the public

At least 2 years of professional experience within the State of Florida's Onsite Sewage Treatment and Disposal Program

Certified in the State of Florida as an Environmental Professional in the primary program area of Onsite Sewage Treatment and Disposal as required per s. 381.101 Florida Statutes (Persons who maintain a current registration with the Florida Environmental Health Association or the National Environmental Health Association as either a Registered Environmental Health Specialist or a Registered Sanitarian are considered certified
